Despite widespread adoption of culture events by many local governments, its effectiveness has not been studied enough both in academic and practical sense. This paper quantitatively analyzes determinants influencing on effectiveness of the Gyeongju World Culture Expo 2011. Five dependent variables measuring effectiveness were chosen: ①promoting the understanding of world culture, ②contributing to local economy, ③raising the image of local governments, ④strengthening the solidarity of residents, and ⑤total effect of above 4 values. Independent variables for the effectiveness were adopted in qualitative as well as quantitative aspects. Analysis of variance, multiple regression and, finally, path model were adopted to measure the influence of independent variables on effectiveness. Some suggestions have been drawn. Firstly, the goals of culture projects should be clearly settled. Secondly, the weights among sub-goals should be well fixed. Thirdly, not only substantial factors(contents peculiar to the Gyeonju) but also procedural factors(methods and softwares to convey the contents to the clients) are important.

지방자치단체들이 지역 문화행사를 많이 개최하고 있지만, 그 효과성 여부의 측정 및 그것이 무엇에 의해 좌우되는가에 대한 연구는 지금까지 학문적으로나 실제적으로 매우 간과되어 왔다. 이 논문은 경주세계문화엑스포 효과성을 결정하는 변인을 계량적으로 탐구하였다. ①세계문화에 대한 이해의 증진, ②지역경제에의 기여, ③지역이미지 제고, ④지역주민 결속력 제고를 하위 효과성 지표로 설정했고 이를 통합한 광의의 ‘효과성’ 개념을 구성하였다. 우선 인구통계학적 변수(성별, 연령, 거주지, 신분, 방문목적, 소득수준의 6개) 및 질적 변수 및 양적 변수가 효과성에 미치는 국면을 회귀분석을 통해 확인하였다. 나아가 종합효과를 결정하는 변인간의 인과관계를 경로모형(Path Model)으로 검증하였다. 그 결과, 다음과 같은 정책적 시사점이 발견되었다. 첫째, 사업목표가 사전에 선명하게 정립되어야 하며, 둘째, 하위목표들 간의 가중치 및 비중이 명확하게 설정되어야 하고, 셋째, 경주에 특화된 문화콘텐츠도 중요하지만, 이를 관람객에게 전달하기 위한 제반 절차 및 방법과 관련된 소프트웨어적 요인들도 매우 중요하다.
