This study is to find ways that could enable a more cooperative security by analyzing the significance and status of cooperative security in a rapidly changing security environment. Gyeongbuk Provincial Police Agency targets for this purpose were conducted empirical analysis based on the perceptions of those who have something on security cooperation activities. In this respect the government is likely to be of interest for two reasons concentrate upon the efficiency of the working security. First, the police must be reborn as a nation through the civil guard and police cooperation. Governments should activation to promote information disclosure and to clarify the respective roles of specific operational information and police cooperation. activation by mutual communication between the organization and participation in the police organization must dispel the distrust of the police. Second, the police should implement the security administration to private and joint cooperation in order to achieve the objectives of policing. To do recognize the private sector as a partner in policing activities and administration should actively reflect their opinions. In particular, police leaders to accept the private security as a democratic and cooperative attitude of the police administration as partners flexibility is required. Created and utilized in the present studies is expected to be a valid indicator for the activation of the working security.

본 연구는 급변하는 치안환경 속에서 협력치안의 의의와 현황을 분석함으로써 협력치안을 보다 활성화시킬 수 있는 방안을 모색하는데 있다. 이를 위하여 경북지방경찰청을 대상으로 협력치안 활동에 대한 관련자들의 인식을 토대로 실증분석을 실시하였다. 조사대상은 경찰관의 경우 경북지방경찰청 소속 24개 경찰서 중에서 구미경찰서, 안동경찰서, 예천경찰서 등 3곳을 조사대상 기관으로 선정하였고, 민간경비는 일정한 신임교육과 직무교육을 이수하고 경비업무에 종사하는 일반경비원을 대상으로 하여 경찰관 173부와 민간경비원 165부의 설문지를 분석 자료로 활용하였다. 분석결과, 민간경비의 경우 협력치안에 대한 필요성을 인식하고, 지역사회에서 주민의 안전과 행정기관과의 유기적인 협조관계가 중요하다고 판단하고 있음에도 불구하고 경찰과 민간경비 간에는 거리감이 존재하고 있으며 유대관계가 원만하지 못한것으로 나타났다. 한편 경찰의 경우 아직까지 협력치안의 구체적인 운영내용 및 개별적인 역할에 대한 인식이 부족하고 지역사회에 대한 안전과 민간경비에 대한 상호협력을 중요하다고 인식하면서도 전문적이고 기술적인 부분에 있어서는 그들을 제도권 내로 끌어들이지 못하는 측면이 있다. 이러한 관점에서 볼 때 정부는 협력치안의 효율화를 위하여 두 가지 측면에서 관심을 기울려야 할 것 같다. 첫째, 경찰은민간경비와 협력을 통하여 국민의 경찰로 거듭나야 한다. 정부는 협력치안의 구체적인 운영 내용과 개별적인 역할을 분명하게 할 수 있도록 정보공개와 홍보를 적극화해야 한다. 경찰조직에서 조직구성원 간에 상호소통과 참여를 적극화하여 경찰에 대한 불신을 불식시켜야 한다. 둘째, 경찰은 협력치안의 목적을 달성하기 위하여 민간과 공동으로 치안행정을 구현해야 한다. 이를 위해서는 민간을 치안행정 활동의 동반자로 인식하고 그들의 의견을 적극적으로 반영해야 한다. 특히 경찰지도자가 민주적이고 협력적인 태도로 민간경비를 치안행정의 파트너로 받아들이는 유연함이 요구된다.
