The purpose of this study is to design community leadership program and develop JCI(Junior Cadet Instructor) qualification for adolescent’s personality education. The target of study is focused on middle and high school students who are willing to explore the career in job of military. in order to attain goal that already has set, through literature study and case study, model has been made and expert workshop pursuing constructive and productive outcomes also has been executed. According to the result of study, qualification plan and the method of application are in the followings. First, the model of program consist of 20 things including capabilities on adolescent leadership in 6 fields and 8 personal core-value. Second, the method to constantly manage certificate is to let Department of Defence plan the program on Leadership and let the related institute and the incorporation operate program sustained by military. Third, when it comes to creating the jobs, 6 accountabilities and 23 works have been emerged and personalities, leadership, exploring career in military have been designed as single structure. Forth, vital methods of qualification could be applied to characterized high scool and then, give an incentive to them when they successfully finish the course what they needs to pass and join the army. In this study, developed certificates will contribute to moral humanity, leadership, patriotism for juvenile and be utilized by highly advanced human resources.

본 연구의 목적은 청소년의 인성교육을 위한 공동체 리더십 프로그램 설계와 주니어사관지 도사(JCI) 자격의 개발이다. 본 연구의 대상은 중․고등학교 학생이며 군 직업 진로를 탐색하 는 청소년이다. 본 연구의 목적달성을 위해 문헌연구와 사례연구를 통해 모형을 구축하고 전 문가 워크숍을 실시하였다. 연구결과 자격설계와 적용방안은 다음과 같다. 첫째, 프로그램의 모형은 청소년 리더십 역량 6대 역영과 인성 8대 핵심가치를 포함하여 20개로 구성하였다. 둘째, 자격의 운영방안은 국방부가 프로그램을 설계하여 법인단체 및 학교에서 운영하고 군 부대의 지원을 받는 형태이다. 셋째, 자격의 직무모형은 인성 및 리더십, 군 진로탐색을 중심 으로 6개 책무와 23개 작업이 도출되었으며, 단일구조로 설계하였다. 넷째, 자격의 활성화 방 안으로는 먼저 군 특성화고등학교에 적용하여 점차 확대해 나가며, 진학 및 군 입대 시 인센 티브를 부여하는 것이다. 본 연구에서 개발된 자격은 청소년들에게 인성, 리더십, 국가관을 심 어주고 나아가 우수한 군 인적자원을 충원하는데 기여할 것이다.
