The purpose of this study is to understand the government support program for fostering global high school talents by applying Q Methodology that draw upon schematic model in subjectivity study. A survey was carried out among policy participants to classify the 30 selected Q-statements into a normal distribution using a 9 point scale. The collected data was analyzed using PQMethod program, and a principal components analysis using varimax rotation was used to identify the types of perceived the government support program for fostering global talents. Type I can be categorized by a strong concern for the foreign language improvement, Type II can be categorized by favoring for international business skills and Type III can be categorized by concerning for understanding global culture. The use of Q methodology provides insights into policy participant’s perceptions on the government support program for fostering global talents that would not be available through traditional methodologies and offers a policy insights for policy makers to design the program address and overcome current obstacles.

이 연구의 목적은 Q방법론을 통해 정책대상자가 글로벌 인재양성 정부사업 효과에 대해 어떻게 인식하고 있는지에 대한 인식을 분석하기 위한 것이다. 설문조사는 정책담당자 및 참여자들에게 30개의 선별된 Q 진술문을 9점 척도의 정규분포 형태의 답안을 작성하도록 했다. 수집된 자료는 PQMethod 프로그램을 통해 분석하였고. 베리맥스 회전을 이용한 주요성분 분석으로 글로벌 인재 양성사업을 위한 유형화 작업을 실시했다. Type I은 외국어 향상을 중시했고, Type II는 국제 업무 역량 향상에 중점을 두었으며, Type III 는 해외문화 이해를 중시하는 것으로 분류되었다. Q 방법론의 적용을 통해서 기존 방법론으로는 파악하기 힘들었던 정책담당자 및 참여자의 정부지원 글로벌 인재 양성 사업에 인식 유형을 파악했다. 향후 글로벌 인재 양성 사업의 정책 기획 및 집행 단계에서 발생하는 주관적 인식에 의한 장애를 극복하는데 시사점을 제공할 것으로 기대된다.
