This paper deals with the causality of Mafiya's phenomenon in Russian Far East & Zabaikal region. It focuses on the definition, historical background, phenomenon, development, and adaptation process of Mafiya in Russian Far East & Zabaikal region. Russian Mafiya is a name given to a broad group of organized criminals of various ethnicity which appears in the former Soviet Union after its disintegration in 1991. After the disintegration of the USSR is administrative corruption is the most widespread form of corruption in Russia. In practical terms, it amounts to extortion, and shadow control of business by officials. According to Russian Interior Ministry, Russia's "shadow" economy accounts for more than 40% of the GDP. Criminal capital leads to numerous crimes and law violations linked with money laundering, which undermine economic law and order and hamper economic growth. To reach their goals, mafiays tend to rely on one more of the following methods: violence, influence peddling among politicians, and corruption. Common crime spheres include gambling, exploiting prostitution, extortion and racketeering, drug trafficking, and most recently diversion of public funds. Russian Far East and Zabaikal region stretches over a vast territory(6.95 million square kilometers, roughly 40% the size of the Russian Federation) and is rich in natural resources but the region has been hit by major economic difficulties due to insufficient investment and labor force, poor management and corruption. The Far East and Zabaikal have traditionally functioned as a storehouse of natural resources for the Russian Federation. This region's main natural riches include various fish, timber, and nonferrous metals deposits. Russian Far East & Zabaikal region, especially in Vladivostok, a Pacific port in the Primorye Territory with one of Russia's highest crime rates, has the worst per-person crime rate in the country. Seafood and timber smuggling is from Russia to Asia still on the rise, along with illegal trade in precious metals and diamonds. Illegal catches in the Russian Far East are many times bigger than officially and environmentally approved quotas. The volume of timber cut far exceeds officially authorized limits. Large amounts of timber are cut without official permission or licenses. Inadequate measures against Mafiya's phenomenon in Russia's Far East are proving to be a weak spot in the work of regional law-enforcement structures. Organized crime groups are an inevitable element of contemporary society. They are well adapted to society. Widespread corruption is the main obstacle to combating organised crime in Russia. The reduction of Mafiya's phenomenon should realize a long-term commitment to establish an economic, social, and political support for and development of legal business enterprises or legal households.

1992년 시장경제로의 체제전환 과정에서 러시아 자본주의는 역설적으로 ‘자본가가 없는 자본주의’로 출범했다. 180도로 선회한 빅뱅식의 체제전환, 특히 사유화와 자유화(가격, 환 율, 기업 활동, 대외무역 등) 과정에서 마피야 현상이 가속화됐다. 특히 1998년 8월 금융위 기 이후 연방권력은 약화되었으며, 그 대신에 지방정부의 권력 강화 혹은 마피야 세력이 더 욱 부상하는 계기를 만들었다. 러시아 중앙으로부터 멀리 떨어진 극동ㆍ자바이칼 지역 연방 주체의 행정장(대통령, 주지사, 자치구 장)들은 마치 제정러시아의 소(小)짜르처럼 무한한 권 력과 재력을 향유했다. 국가권력의 약화와 연방과 지방 정부차원에서의 정경유착의 결과 여러 형 태의 마피야가 권력기구를 대체할 정도로 위력을 지니게 되었고 러시아경제에서 마피야경제 (제2경제 혹은 그림자경제)의 역할이 비대해져 나갔다. 푸틴의 국가 기능의 강화와 범죄와의 전쟁으로 인해 마피야(정치, 경제, 범죄)들은 더욱 적극적으로 입법, 행정, 사법 과정의 참여는 물론 지능화, 전문화, 대형화(M&A), 국제화 등 을 통해 최소 외관상으로 합법적인 활동으로 전환하고 있다. 러시아마피야의 현상은 계속 진화할 것으로 전망된다. 장기적 관점에서 러시아마피야 혹은 극동․자바이칼 지역에서의 마 피야 현상의 감소를 위해서는 국제적 공조(interpol 등의 협조 수사 등)의 강화는 물론 정치 체제에서 권위주의를 지양하고 삼권분립의 정착과 ‘민주화’가 이루어지어야 하며, 경제체제 에서는 시장경제의 틀, 예를 들면 공정거래와 독점 방지 등의 정책의 확립은 물론 모든 경 제 주체와 부문에서 자율권이 보장되는 ‘시장화’의 진전 그리고 사회체제에서는 계층, 지역, 부문별 양극화의 해소와 ‘사회안전망’의 확보가 절대적으로 필요하다고 생각된다. 결론적으 로 자본주의와 시장경제 정착을 위한 ‘위로부터’의 법제도 확립과 ‘아래로부터’의 의식이 공고 화될 경우 러시아도 세계에서 가장 깨끗한 핀란드처럼 진전될 것이다. 그러나 그 과정은 상당히 긴 시간이 소요될 것으로 예상된다.
