This article deals with analysis of the Russia's capitalization and the causality of Russian Mafiya's phenomenon. It focuses on the definition, historical background, phenomenon, behaviour, development, and adaption process of Russian Mafiya. Russian Mafiya in a broad sense refers to a body of organized criminals of various ethnic groups which appears in the former Soviet Union after its disintegration in 1991. After the demise of the USSR widespread corruption has been the main obstacle to combating organised crime in Russia. In practical terms, it amounts to extortion, and shadow control of business by officials. According to Russian Interior Ministry, Russia's 'shadow' economy accounts for more than 40% of the GDP. Criminal capital leads to numerous crimes and law violations linked with money laundering, which undermine economic law and order and hamper economic growth. To reach their goals, mafiays tend to rely on one more of the following methods: violence, influence peddling among politicians, and corruption. Common crime spheres include gambling, exploiting prostitution, extortion and racketeering, drug trafficking, arms trade, and most recently diversion of public funds. Inadequate measures against Mafiya's phenomenon in Russia are proving to be a weak spot in the work of federal and regional law-enforcement structures. Organized crime groups are an inevitable element of contemporary society. They are well adapted to society. The reduction of Mafiya's phenomenon should realize a long-term commitment to establish an economic, social, and political support for and development of legal business enterprises or legal households.

러시아 정국의 안정과 강력한 중앙집권 정책의 집행 그리고 범죄와의 전쟁 등으로 외형 적인 마피야의 영향력과 마피야 현상은 줄어들 것으로 예상된다. 실제로 1990년대보다 총 격전은 급격히 줄어들고 있으며, 조직범죄단체의 수도 급격히 감소하는 추세를 보이고 있 다. 그럼에도 불구하고 러시아마피야는 합법화, 전문화, 지능화, 대형화, 국제화의 특징을 보이면서 발전하고 있다. 러시아 마피야는 단순한 폭력과 매춘, 마약, 도박, 무기 등의 불 법거래와 밀수 등의 전통적인 영역뿐만 아니라 신용카드 범죄나 해킹 등의 사이버 범죄나 혹은 화이트칼라범죄로 전이되고 있다. 러시아 마피야 현상의 원인은 경제주체의 가난과 탐욕 그리고 시스템에 근거를 두고 있다. 시스템 차원에서 러시아 마피야 현상의 감소를 위해서는 국제적 공조 등의 협조 의 강화는 물론 정치체제에서 권위주의를 지양하고 삼권분립의 정착과 ‘민주화’가 이루어져 야 한다. 경제체제에서는 시장경제의 틀, 일례로 글로벌 스탠더드에 부합되는 공정거래와 독점방지 등의 법제도 등이 정착되어야 할 것이다. 또한 모든 경제주체와 부문에서 자율권 이 보장되는 ‘시장화’의 발전 그리고 사회체제에서는 계층, 지역, 부문별 양극화의 해소와 ‘사회안전망’의 확보가 절대적으로 필요하다고 생각된다. 경제주체의 탐욕과 관련된 문제는 도덕적 불감증과 도덕적 해이 등의 방지를 위한 법적 및 제도적 보완책은 물론 도덕적 설복 등을 통한 성숙한 시민의식의 향상과 국민성의 변화 등이 필요하다. 결론적으로 민주주의와 시장경제 정착을 위한 ‘위로부터’의 개혁과 법제도 확립 그리고 ‘아래로부터’의 시민의식이 공고화될 경우 러시아도 세계에서 가장 깨끗한 핀란드처럼 진 전될 것이다. 그 과정은 상당히 긴 시간이 소요될 것으로 예상된다. 물론 그 시간의 단축 문제는 전적으로 러시아 주체들에 달려있다는 데에는 이론의 여지가 없을 것이다.
