This paper aims to study on the integrating ways of organizing constitution education contents in elementary social studies curriculum. Recently the Ministry of Education is pushing forward with 2015 revised national social studies curriculum that was organized into 'human right and constitution' contents in 5th grade and 'democracy and role of government' contents in 6th grade. But according to expanding environments approach elementary social studies curriculum is to organized into 'democracy and our political life in nation' contents in 5th grade to connect 'public agency ana local autonomy in region' contents in 4th grade. And then it is to organized into 'constitution and protection of human right' contents in 6th grade. Our constitution premised that our nation adopt democratic republic. Therefore studens first understand democracy to learn our constitution and then basic rights, division of powers, the organization and competence of government in constitution.

이 논문은 초등학교 사회과에서 헌법 관련 내용을 통합적으로 구성하는 방안을 제시하였다. 지난 7월 공청회에서 제시된 2015 개정 사회과 교육과정 시안에 따르면, 기존과 달리 초등 사회과는 5학년에 ‘인권 보장과 헌법’주제를, 6학년에 ‘민주주의의 원리와 국가기관의 역할’주제를 별개로 구성하였다. 그러나 사회과 교육과정의 조직 원리, 민주주의와 헌법의 관계, 우리 헌법의 기본 원리와 구조를 고려할 때, 초등 사회과에서 헌법 관련 내용은 '민주주의' 개념을 중심으로 ‘인권, 헌법, 정부’를 통합하여 학년별로 나선형으로 구성하는 것이 바람직하다. 4학년 ‘지역’수준에서 이루어지는 풀뿌리 민주주의로서 지방자치, 지방자치단체, 헌법 개념을 통합하여 구성하고, 5학년은 4학년의 지역 수준에서의 지방자치와 연계하여 ‘국가’수준에서 이루어지는 민주주의와 헌법, 정부 개념을 통합하여 나선형으로 구성하는 것이 적절하다. 6학년에서는 5학년의 국가 수준의 민주주의와 연계하여, 민주주의 국가 안에서 인권 보호 장치로서 헌법의 의의와 역할, 인권 보호 제도 관련 내용을 통합하고 4학년과 5학년의 민주주의와 헌법 관련 내용과 연계하여 나선형으로 구성하는 것이 바람직하다. 결론적으로 사회과 교육과정의 조직 원리와 민주주의와 헌법의 관계를 고려할 때, 초등 사회과에서 헌법 관련 내용은 ‘민주주의’ 개념을 중심으로 ‘인권, 헌법, 정부’를 통합하여 학년별로 나선형으로 구성되어야 한다.
