Where senior citizens are continuously increasing and the welfare system for them is still insufficient, crimes committed by the aging group are often occurring. This is liable to become a serious social issue later. In particular, elderly prisoners are highly vulnerable to age-related diseases such as high blood pressure, diabetes, cardiac disorders, presbyopia, and the like. This can increase social cost. What is needed to improve this problem is the establishment of a correctional institution that takes complete charge of the elderly, which is equipped with sports facilities for elderly prisoners and where professional trainers help them do exercises for treatment. In addition, food for prisoners suffering from age-related diseases is served, distinctive from the one for non-patients. This parallel measurement of exercise and food will reduce medical expenses. In addition, systematic and efficient management of human and material capital should go with elderly prisoner oriented treatment. The implementation of crime prevention and rehabilitation programs for senior citizens in prison will prevent them from committing a second offense and help them to settle down in society securely.

노인인구가 지속적으로 증가하는 상황에서 사회복지정책의 미흡으로 노인에 대한 충분한 복지를 실현할 수 없는 현실에서 생활고를 견디지 못해 범죄로 나아가는 형태가 비일비재하게 일어나고 있어 향 후 사회문제로 대두될 가능성이 높다. 또한 노인수형자는 상대적으로 고혈압, 당뇨, 심혈관질환, 노안 등 노인성질환에 많이 노출되었거나 노출될 가능성이 높아 사회적 비용을 증가 시킬 수 있다. 이러한 문제점을 개선하기 위해서는 노인전담 교정시설을 설립하여 노인 수형자에게 맞는 운동시설을 갖추고 전문 트레이너를 통해 치료를 위한 운동이 될 수 있도록 하고, 식단에 있어서도 노인성질환자와 비질환자를 구분하여 식단을 달리 하여 음식을 통한 치료가 병행될 수 있도록 해야 의료비 지출을 줄일 수 있다. 그리고 인적·물적 자원을 보다 체계적이고 효율적으로 관리하여 노인 수형자에 대한 맞춤식 처우가 이루어지도록 해야 한다. 노인 수형자에게 적합한 각종 범죄예방 프로그램과 재활 프로그램을 시행하여 재범방지 및 안정적 사회정착이 될 수 있도록 해야 한다.
