The Information & Communication Technology(ICT) is being used actively in pro-democracy movements such as the ‘Arab Spring’, accordingly the ‘ICT4D’(ICT for democratization) has been the subject of academic interest. As external information, especially the various ‘Korean wave’ contents flows into the North, the purpose of this paper is to prospect the impact of ICT on North Korea in the context of ‘ICT4D’. This paper was reviewed previous studies focused on external information flows, the North democratization, North Korea ICT and caught a glimpse of North Korea ICT. Based on these discussions, this paper explored the theoretical implications and empirical arguments that can prospect the impact of ICT4D for the North. Finally, this paper was derived the implications of ICT4D theory in North Korea and prospected the impact on North Korea it.

민주화 시위에 ICT가 적극 활용되면서 민주화를 위한 ICT, 즉 ‘ICT4D’(ICT for democratization)가 새롭게 조명 받고 있다. 이 글은 최근 외부 정보, 특히 다양한 ‘한류’ 콘텐츠들이 북한으로 유입되는 현상에 주목하면서 ICT4D의 맥락에서 ICT가 북한에 미칠 영향을 전망하는 것을 목적으로 한다. 이 글은 우선 외부정보 유입, 북한 민주화, 북한 ICT 등에 관한 기존 연구를 검토하고, 아울러 인터넷과 휴대전화 부문을 중심으로 북한의 ICT 현황을 일별했다. 또한 해외에서 수행된 ICT4D에 관한 연구 동향과 주요 국가의 관련 사례들을 정리, 검토하면서 북한에서 ICT4D의 방향을 전망할 수 있는 이론적․경험적 논거를 구축했다. 마지막으로 ICT4D에 관한 이론적 논의와 경험적 사례를 기초로 북한 ICT4D에 주는 함의를 도출하고 향후를 전망했다.
