The purpose of this study is to clarify the determined factor to affect the critical effect on the policy toward North Korea by China regarding the North Korean nuclear issue and to analyze major factors in each nuclear test. In accordance with the transition of recent relationship between North Korea and China toward the "relationship of normal state" for the core benefit of each country, the policy toward North Korea by China regarding the North Korean nuclear test has been transformed into different phases in each era. To analyze the determined factor of the policy toward North Korea by China, this thesis has applied Linkage Theory by James N. Rosenau, one of diplomatic decision theories, as an analysis tool. As a result of analysis, since the United States has influenced the North Korean nuclear crisis and the first nuclear test significantly, China has decided to pressurize North Korea, and after the second nuclear test, since the issue regarding health disorder of Kim, Jong-il and the incoming cabinet of Kim, Jong-eun, and instability within North Korea have led China to change the policy toward the support and cooperation with North Korea. Yet, after the third nuclear test, as the leadership of Xi Jinping and relationship change between the U.S. and China through the new great power were applied as major factors, China turned into the policy to pressurize North Korea.

본 연구의 목적은 북한 핵문제와 관련하여 중국의 대북정책 결정에 중대한 영향을 미친 결정 요인을 규명하고, 각 핵실험 별 주요 요인을 분석하는데 있다. 최근 북·중 관계가 자국의 핵심이익을 고려한 ‘정상국가 관계’로 변화함에 따라 북핵 실험을 둘러싼 중국의 대북정책 역시 각 시기마다 다른 양상으로 전개되었다. 본 논문에서는 중국의 대북정책 결정 요인을 분석하기 위해 외교정책결정 이론의 하나인 로즈노(James N. Rosenau)의 연계이론(Linkage Theory)을 분석도구로 활용했다. 분석 결과, 중국은 북핵 위기 및 1차 핵실험 시기에는 미국 요인이 중요하게 작용하여 대북압박 중심의 정책을 결정했고, 제2차 핵실험 이후에는 북한 내 김정일 건강이상설과 김정은 후계체계 등 북한의 체제 불안정성과 관련한 문제들이 대두되면서 대북지원 및 협력 중심으로의 정책 변화가 나타났다. 한편 제3차 핵실험 이후에는 시진핑 리더십의 작동, 신형대국관계를 통한 미·중 관계 변화 등이 주요 변수로 작용하면서 중국은 대북압박 정책을 취했다.
