This thesis aims to discuss peaceful solutions to the North Korean nuclear issue. Every crisis that the Korean Peninsula has been going through with since 1993 had to deal with these North Korean nuclear problems. However, even until now, no one has come up with any obvious clue to the relevant issues. In the light of that, regarding the North Korean nuclear issue which is the problem not only between the deeply divided South and North but also in the international community, this study searches for solutions to the issue focusing on the conflict theory of Johan Galtung. When it comes to the nuclear development and nuclear weapons, since they are regarded as more than merely self-defense measures but as means of destruction and violence with a possibility of serial destruction, they are included in this category of absolute weapons but not in that of conventional weapons. Due to the reason, it is important to look into particularities of conflicts and violence related to the North Korean nuclear weapon. That is why this thesis had determined to improve its understanding on Galtung’s conflict theory and to look for peaceful measures. As far as Galtung argues, conflicts work only as an interfering factor to peace and, he categorized causes of conflicts as ‘conflict factors.’ Galtung suggests that we should not see conflicts only as the interfering factor to peace but that we can also handle them as peace energy from a positive angle. In terms of such conflicts, Galtung understands them as ‘creative conversion of conflict.’ What this thesis was trying to do was to understand such conflict theory of Galtung and cultural particularities of conflicts and violence. After all, as for how to analyze and eliminate all those conflicts, confrontations and cultural structures in relation to the North Korean nuclear issue, it is important for us to concentrate on such argument of Galtung. If we look into the nuclear development of North Korea, we do regard it as a problem which the whole world should work on together but at the same time, according to Galtung’s theory, conflicts and violence inside North Korea itself are existing in this form of violence as well. In addition, this thesis also talked about cultural and structural issues of violence and conflicts that had led the North to the nuclear development. This thesis focused on finding peaceful directions based on theoretical characteristics of conflicts that Galtung had introduced. As long as the two Koreas want to secure the peace in the Korean Peninsula in mutual understanding relationships between the South and the North in connection with the North Korean nuclear issue, they need to cooperate on pursuing bilateral peaceful purposes which would help them to enjoy symbiotic relations. From that aspect, solving the conflicts on the nuclear issue in the Korean Peninsula can be a shortcut both to settlement of the nuclear issue and to the maintenance and the recovery of the symbiotic relationships between the Koreas. Now, this thesis argues that in regard to the conflicts and violent structures related to the North Korean nuclear issue, if the South and the North are determined to secure cultural peace in the pursuit of peace and unification and to work together in harmony to accomplish peaceful purposes for their mutual goals, they will eventually come to have even solider peace in the Korean Peninsula.

본 논문은 북한 핵 문제에 대해 평화적 해결 방안을 모색하기 위해서 시도하였다. 1993년부터 시작된 한반도의 위기는 항상 핵 문제가 그 중심을 차지해 왔다. 그러나 아직까지도 북한의 핵 문제는 해결될 실마리를 찾지 못하고 있다. 첨예하게 대립된 남북간의 문제이면서, 국제적인 문제이기도 한 북한 핵 문제를 요한 갈퉁의 갈등이론을 중심으로 해결방안을 모색하고자 하였다. 핵 개발과 핵무기 문제는 단지 자기 방어적 수단이 아니라 파괴와 폭력의 수단이며, 연쇄적 파괴 속성을 가지고 있기에 재래식 무기가 아닌 절대적 무기에 속한다. 따라서 북한 핵 무기와 관련된 갈등과 폭력의 속성들을 파악해 보는 것이 중요하다. 그래서 갈퉁의 갈등이론을 파악하고, 평화적 수단을 모색하고자 한 것이다. 갈퉁은 갈등을 평화의 방해요소라고 인식하고, 갈등의 유발 원인을 ‘갈등 인자’로 분류하였다. 갈퉁은 갈등을 평화의 방해요소로만 보지 않고 긍정적인 면에서 평화의 에너지로서 본다는 점이다. 이러한 갈등을 갈퉁은 ‘창조적 갈등의 전환’으로서 이해하고 있다. 갈퉁의 이러한 갈등이론을 파악하고 갈등과 폭력의 문화적 특성을 파악하고자 하였다. 이러한 측면에서 북한 핵을 둘러싼 갈등과 대립, 그리고 문화적인 구조의 특성을 분석하고 제거하는 것이 중요하다. 북한 핵 개발을 놓고 볼 때 국제적 핵 문제이기도 하지만 북한 내부적 갈등과 폭력이 갈퉁의 이론에 따라 폭력 유형적으로 존재하고 있음을 알 수 있다. 그리고 북한 핵을 개발하게 된 문화적이며 구조적인 폭력과 갈등의 문제를 다루었다. 본 논문은 갈퉁의 갈등 이론적 특성을 통해 평화적 방향성을 모색하고자 하였다. 북한 핵을 둘러싸고 남북한의 상호적인 이해관계 속에서 한반도 평화를 위해서 공생적 관계가 되게 하기 위해서 서로의 평화적인 목적 추구 방향을 찾아 가는 것이 중요하다. 이런 측면에서 볼 때 한반도 내 핵 문제를 둘러싼 갈등 해결은 핵 문제 해결과 더불어 남북한의 공생관계를 유지하도록 해주고 회복시켜줄 수 있는 지름길이 될 수 있다. 북한 핵을 둘러싼 갈등과 폭력적인 구조는 평화와 통일을 위한 문화적 평화 구축을 이루어 가고, 남북한의 상호 목적추구를 위해 평화적 목적을 상호 성취시켜 나간다면 보다 더 견고한 한반도 평화가 도래하게 될 것이다.
