The world is experiencing the greatest economic crisis since the 1930s through a reflection on the problems of the existing capitalist system "social economy" sector has emerged as an alternative. 1930년대 이후 최대의 경제위기를 경험하고 있는 전 세계에서는 기존의 자본주의체제의 문제점에 대한 반성을 통해 ‘사회적경제’ 분야가 그 대안으로 부상하고 있다. 사회적경제는 기존의 경제 주체와의 공정한 경쟁 등 합리적인 생태계가 구축되었을 경우 시장원리를 활용하는 메커니즘으로서 의미를 가질 수 있다. 지금까지 추진되고 있는 사회적경제 관련 제도 및 정책은 기존 주체들에 비해 상대적으로 충분한 역량, 조직의 자생력 및 회복력, 기술력 등을 충분히 갖추지 못하고 있는 현실적 한계를 보완하기 위한 성격이 강하다고 할 수 있다. 최근 서울시에서 추진되고 있는 ‘사회적경제 지역생태계조성사업’은 이러한 맥락에서 추진되는 정책이라고 할 수 있다. 그렇다면 실제 서울시 사회적경제 지역생태계조성사업을 통해 ‘지역생태계에서 수반되는 진화의 원리가 제대로 적용되고 있는가?’라는 의문이 든다. 따라서 본 연구에서는 이러한 의문에 대한 답을 찾기 위하여 2012년부터 서울시에서 추진하고 있는 사회적경제 지역생태계조성사업을 대상으로 진화론적 관점에서 살펴보고자 한다. 분석결과는 다음과 같다. 첫째, 조직생태계에서 변이는 지식, 네트워크, 자원동원 등의 변화에 의해서 새로운 재화와 서비스, 이를 생산하는 조직이 시장으로 등장하는 형태로 나타나지만, 다양한 영역의 주체들 간의 네트워크 형성, 자원동원의 다양성 확보 등이 원활하게 이루어지지 못하는 한계를 초래하기도 하였다. 둘째, 제도정책 생태계는 자원동원 측면에서 취약한 사회적경제 영역을 지원하기 위하여 수립된 각종 정책 및 제도, 규정들이 창의성과 혁신성의 발현을 오히려 제한하는 현상이 나타났다. 셋째, 사회적경제 조직은 일반 기업과 마찬가지로 보호된 시장에서 구매자에게 재화와 서비스가 선택되며, 이로 인한 반대급부로 경제적 인센티브를 얻게 된다. 마지막으로 사회적금융 생태계에서는 실제 사회적경제 조직이 필요한 재원을 제공할 수 있는 여건이 갖춰지지 않았고, 이러한 생태계를 토대로 다양한 사회적경제조직의 등장 및 재원 확보의 기회가 주어지지 않음으로써 선택과 복제가 이루어질 수 있는 기회조차 주어지지 못하고 있는 것으로 나타났다. 결국 이상의 내용을 정리하면, 사회적경제 조직의 역량강화와 지속가능성을 증진하기 위하여 추진되고 있는 생태계사업은 지역 내 다양한 영역 및 주체들 간의 네트워크를 구축, 자원동원 확대의 기회제공, 재화와 서비스 생산의 역량강화를 위한 기반과 기회를 제공하려는 정책적 노력은 이루어지고 있음은 틀림없다. 다만, 실질적인 내용은 실질적인 지역 내 주류로 작동하고 있는 시장과의 연결구조가 미약하여 현재 설정된 영역을 벗어나지 못하고 있는 한계에 직면하고 있다.
