This paper studies poverty problems in the China focusing on the regional differences resulting from the unbalanced regional economic developments. Using the CGSS(China General Social Survey) data, we empirically analyzed the regional differences in the poverty between the Eastern and Non-eastern China. And, applying the decomposition method of the Oaxaca & Ransom(1994), we estimated the area effects in the China. Major findings are as follows. First, there are significant regional differences in the poverty rates and poverty distributions. High-poverty is concentrated into the Non-eastern region which has been under-developed or less than the Eastern. Second, logistic model analysis shows that residence place is one of important factors in the poverty status determination. Third, from results of the decomposition analysis we found out that 54% of the total regional poverty rate differences are due to "the area effects". Results suggest that region area is as so important determinant in the poverty as individual social-demographic characteristics of the poor. They also suggest such policy implications as that there need to reappraise and modify the China development strategies based on the unbalanced region developments. And China government should concentrate a great deal of efforts into improving the unequal living conditions and opportunity structures among the regions, and actively devising the region-tailored antipoverty policies.

본 연구는 중국의 빈곤문제 양상을 지역간 빈곤 격차의 측면에서 새롭게 살펴보고자 한 시도로, 중국사회에서 빈곤은 개인 및 가족 특성 뿐 아니라 개혁개방 이후 심화된 지역 불균형 발전의 지역구조 영향일 수 있음을 분석, 제시함에 초점을 두고 있다. 본 분석에서는 CGSS(China General Social Survey)" 2010년도 자료를 활용하여, 지역발전의 불균형이 두드러지는 동부 권역 및 비동부(중서부) 권역간 빈곤격차의 실태와 양상, 빈곤격차를 야기하는 요인들의 효과 분석 등을 수행하였다. 분석결과에서는 첫째, 경제사회 발전이 뒤쳐진 중서부 권역의 빈곤율은 동부 권역에 비해 10~15% 포인트 높은 것으로 분석되어 중국사회 내부에서 지역간 빈곤 격차가 상당함을 실증할 수 있었다. 둘째, 권역간 빈곤분포 양상을 비교분석한 결과, 빈곤 분포의 양상에도 권역간 상당한 편차가 있음을 확인할 수 있었다. 셋째, 빈곤결정모델을 적용하여 거주 권역의 영향을 분석한 결과, 거주 권역은 중국에서 개인 빈곤지위의 결정에 주요 영향 요인의 하나로서 검증되었다. 넷째, Oaxaca & Ransom의 요인분해 모델을 적용하여 권역간 빈곤격차를 분해한 결과, 46%는 특성 효과, 54%는 계수 효과에 의거한 것으로 분석되어 중국의 권역간 빈곤격차는 상당 부분이 지역 발전의 차이와 같은 지역 효과의 결과임을 확인할 수 있었다. 본 연구결과는 중국에서 빈곤문제에 효과적 대처를 위해서는 지역간 빈곤 격차에 대한 적극적인 정책적 고려가 요청됨을 시사하여 준다.
