This study aims at examining the impact of home security system such as CCTV, iron bar across windows, and double securing locks on the fear of crime among Koreans who live in Angeles, Philippines. In spite of the increased level of fear of crime, kidnapping for ransom or frame up crimes gainst Koreans were not often reported to local police due to the mistrust of authorities who were corrupt and sometimes involved in committing the crimes with the offenders. In this context, Korean government has stepped up fighting against crimes in Philippines building partnerships with local law enforcement and has assigned Korean policeman(so called “Korean Desk”) in order to protect Koreans who live in Angeles in 2015. More importantly, previous studies in criminology field have not fully tested the effect of home security on the fear of crime. The data was collected from 114 Koreans in Angeles from July 12 to July 25, 2015. With the aid of Korean Voluntary Association and the Korean Desk policeman, the survey was conducted in various places which include Korean bars, business sectors, and touristic places in Angeles, Philippines. Multiples regression analysis was used to investigate the impact of home security on the fear of crime. The analysis result showed that the duration of stay in Philippines, income, and direct home security system were statistically significant factors that were associated with the fear of crime. More specifically, the physical home security was positively related to the level of fear of crime. Therefore the outcome demonstrated that the target hardening method and the use of lock and chain, CCTV, or bar across windows could result in detrimental effect if there were not enough consideration regarding the informal crime prevention strategies such as neighborhood and educational approaches in the community.

최근 필리핀에서는 한국인을 대상으로 한 총기 살해 사건 및 인질 납치, 공무원 사칭 강도 등의 흉악범죄가 다수 발생했다. 필리핀 거주 한국인들은 자신들의 안전 과 범죄예방을 위해 거주지 내 쇠창살 설치와 사설 경비원 고용, CCTV 설치 등을 고려하기 시작했다. 이에 본 연구에서는 필리핀 앙헬레스 지역의 한국인을 대상으로 실제 가정용 보안장치(home security system)가 범죄두려움(fear of crime)과 어떤 관 계를 보이는지 실증적으로 검토해 보았다. 분석을 위해 114명의 한국인을 대상으로 2015년 7월 21일부터 약 일주일 동안 설 문조사를 실시하였다. 조사 결과, 필리핀 앙헬레스 지역에서 한국인이 느끼는 범죄피 해 두려움은 주택 보안장치와 같은 경비 강화 시설과 통계적으로 유의미한 관계를 보이는 것으로 나타났다. 흥미로운 점은 다중회귀분석(Multiple Regression Analysis) 결과, 한국인 응답자가 CCTV 설치나 창문 쇠창살 설치, 현관 이중자물쇠 장치와 같 은 보안장치를 했을 때 오히려 증가된 수준의 범죄피해 두려움을 보였다는 것이다. 이와 함께 필리핀 거주기간이 짧고, 월수입 액수가 적을수록 범죄두려움이 유의미하게 증가(+)하 는 것으로 나타났다. 추가적으로 (1)낮선 사람에 의해 발생하는 범죄 (납치·유인, 주거침입, 스토킹, 성범죄)와 (2)알고 지내는 사람 사이에서 많이 일어나 는 셋업 함정범죄, 청부살인 두려움 양쪽 모두에서 주택 보안장치가 범죄피해 두려 움을 증가시키는 것으로 나타났다. 이에 대한 정책적 논의를 본문에서 보다 상세히 다루도록 한다.
