According to the United States government, the annually reported crime rate on and around university campuses is more than 380,000 cases including 754 murders and 6,444 sexual harrassment incidents. This study researches United States cases that have dealt with the campus crime and safety actively. In detail, we want to review the types of security operations of Powell et al.,(1994) and the management of Unite States campus police. Theoretically, we aim to suggest a campus police type which is appropriate to South Korea situations. Furthermore, the duties of campus police in the United States is similar to the municipal police officers: they work in shifts, are dispatched to emergency situations, patrol their designated areas, respond to requests for help, arrest criminals, and if necessary they can address problems using their police authority. However, in South Korea, Campus Police are a student-centered voluntary social service rather than a professional police service. This implies that there are many limitations in dealing with criminal situations. Thus, as intermediate resolutions, we can consider borrowing municipal police systems. In the long run, it is imperative to introduce a police system into South Korea that maintains full authority on campuses. In addition, universities and their communities are recommended to collaborate with each other for campus safety.

미국 연방교육부에 따르면, 한 해 동안 대학 캠퍼스 내에서나 인근지역에서 발생 한 범죄가 38만여건에 달하는 것으로 보고되고 있고, 이 중에는 754건의 살인사건과 6,444건의 성폭행이 포함되어 있다. 이 연구는 일찌감치 대학 캠퍼스 내에서 발생하 는 각종 범죄 및 안전사고에 적극적으로 대응하고 있는 미국의 사례를 분석하고자 한다. 구체적으로는 Powell et al.,(1994)이 제시한 대학에서의 보안 업무의 종류 (types of security operation)와 미국 캠퍼스 폴리스의 운영 실태를 살펴보고, 더불어 한국 특성에 맞는 캠퍼스 폴리스의 형태를 보다 이론적으로 도출함과 동시에 한국 실정에 맞는 캠퍼스 폴리스의 한국적인 함의를 이끌어 내는 것이 목적이다. 결론적으로, 여러 가지 측면에서 미국 캠퍼스 폴리스의 임무는 시 경찰관 (municipal police officer)과 유사하다. 그들은 교대 근무 형태로 업무를 수행하고, 긴 급상황시 출동하고, 지역을 순찰하며, 도움 요청에 대응해야 하고, 범인을 체포하고, 필요시 경찰권한을 행사하여 조치를 취하기도 한다. 하지만 우리나라의 캠퍼스 폴리 스는 학생회 중심의 사회봉사 측면이 있어 범죄 상황에 대처시 전문성 부재의 등 한 계를 드러내고 있다. 따라서 중단기적으로 청원경찰제도 도입 등을 고려 할 수 있지만 장기적으로 캠퍼스 폴리스의 도입이 필요한 실정이다. 끝으로, 대학 캠퍼스의 안 전대책은 대학과 직접적으로 연계되어 있는 인근 지역사회와의 상호관계 속에서 소 통하고, 해결하는 것이 바람직하다
