The human rights issues in North Korea have become a noticeable concern over the entire international community. Even though North Korea has made some adjustments to meet the international human rights standards, its general performance to improve the human rights problem falls far short of expectations. In this vein, it is crucial to develop and apply feasible strategies for improving North Korea’s human rights situation. The purpose of this study is to review the previous efforts for improving the North Korea’s human rights situation and suggest some ways to solve the human rights issues in terms of practical possibility. First of all, at the practical level, it is needed to find mutual interest and increase positive interdependence by enlarging the sensitivity between North Korea and international society. In this regard, advancing the marketization in North Korea can be an effective way to enhance positive interdependence between North Korea and international society.

북한인권 문제의 해결을 위한 국제사회의 관심과 압력 그리고 우리 사회의 노력이 다각도로 제기되어 왔음에도 불구하고 북한인권 상황이 크게 개선되고 있는 징후는 나타나지 않고 있다. 특히 2014년 들어 유엔을 중심으로 북한의 인권 상황을 개선하기 위한 보다 적극적이고 전향적인 방안이 강구되고 있음에도 불구하고 그것이 실효를 거둘 수 있을지는 미지수다. 국내적으로도 북한인권 상황에 대한 관심이 증대되면서 남북한 관계의 안정적 관리나 통일과의 관계 속에서 다양한 시각과 해법이 제시되고 있지만 문제를 해결하기 위한 구체적 전략과 로드맵이 작동되지 못하고 있다. 이러한 맥락에서 이 글은 관여의 차원에서 북한인권 문제를 해결하기 위한 정치적 접근과 실현가능한 대안을 제시하고 있다. 북한의 인권 상황을 근본적으로 개선할 수 있는 토대는 보편적 가치 기준에 입각한 원칙의 강조와 적용에 앞서 북한 스스로 열악한 인권 상황의 개선에 나설 수 있는 환경과 여건을 마련하는 일이다. 시장화는 외부 정보와의 접촉이 확대되고 사적 소유에 대한 열망을 자극함으로써 북한주민들로 하여금 집단적 사고에서 벗어나 개인의 권리 의식을 자극하는 계기가 되고 있다. 따라서 시장화의 진전은 외부 세계와의 상호의존성을 증대시킴으로써 북한의 인권 개선을 자극하고 촉진하는 우호적인 환경을 조성할 수 있을 것이다. 북한인권 정책은 무엇보다도 이와 같은 변화를 유도하는 데 초점을 맞추어야 한다.
