This study purposed to survey and analyze comparatively arts and culture education support projects promoted by local arts and culture foundations in metropolitan areas. For this purpose, arts and culture education support projects executed by the arts and culture foundations of 13 metropolitan self‐governing bodies were surveyed and analyzed comparatively, and the following are the findings of the survey about the contents and promoters of the projects, the nature and method of support, operation characteristics, support systems, and project characteristics. First, the arts and culture education support projects of local arts and culture foundations are largely categorized into support for the regionally characterized arts and culture education, support for arts and culture education at schools, support for social arts and culture education, construction of arts and culture education networks, informatization of arts and culture education, etc. Second, the arts and culture education support projects of local arts and culture foundations are largely divided into those developed and operated by the foundations and their arts and culture education support centers, and those executed as governmental policies. Projects executed as governmental policies include projects for supporting regionally characterized arts and culture education, art teacher support programs, Kumdarak Saturday Cultural Education Program, and Orchestra of Dream, and each local arts and culture foundation also operates its own programs fit for the regional characteristics. Third, art teacher support programs provided by local arts and culture foundations are divided into direct operation programs and contract operation programs. All of the 13 arts and culture foundations send, deploy, and manage teachers in 7 areas (play, movie, dance, cartoon/animation, crafts, photography, and design), but for Korean traditional music teachers, only 3 arts and culture foundations provide direct support and the other 10 foundation support through contract agents. Fourth, the arts and culture education support projects of local arts and culture foundations are promoted by arts and culture education support centers, the organizations in charge of arts and culture education. At present, all of the 13 arts and culture foundations are operating their arts and culture education support centers for activating local arts and culture education for citizens. Fifth, the arts and culture education support projects of local arts and culture foundation are backed up by provincial and municipal office of educations, Ministry of Culture, Sports and Tourism, Ministry of Education, Korea Arts & Culture Education Service, 16 arts and culture education support centers, organizations related to arts and culture education, local residents, etc. Sixth, the arts and culture education support projects of local arts and culture foundation have the characteristics of regionalization, characterization, and specialization. Local arts and culture foundations are making efforts to enrich the residents’ experiences in arts and culture education through utilizing tangible and intangible cultural resources in their areas, promoting arts and culture education policies fit for local conditions, and developing and operating various regional arts and culture education programs.

본 연구는 광역 단위 지역 문화 재단의 문화 예술 교육 지원 사업을 조사하고, 비교분석하는 것을 목적으로 한다. 13개의 광역 자치 단체 문화 재단의 문화 예술 교육 지원 사업에 대한 조사, 비교 분석한 결과 그 특징은 사업 내용, 사업 주체, 지원 성격, 지원 방법, 운영 특성, 지원 체계, 사업 특성을 기준으로 다음과 같이 나타났다. 첫째, 지역 문화 재단의 문화 예술 교육 지원 사업은 크게 지역 특성화 문화 예술 교육 지원, 학교 문화 예술 교육 지원, 사회 문화 예술 교육, 문화 예술 교육 네트워크 구축, 문화 예술 교육 정보화 등으로 구분된다. 둘째, 지역 문화 재단의 문화 예술 교육 지원 사업은 재단 및 문화 예술 교육 지원 센터가 자체적으로 개발․운영하는 자체 사업과 국가의 정책 사업으로 구분된다. 정책 사업의 경우 지역 특성화 문화 예술 교육 지원 사업, 예술 강사 지원 사업, 꿈다락 토요 문화 학교, 꿈의 오케스트라 등으로 운영되고, 각 지역 문화 재단이 지역 특성에 맞는 고유의 자체 사업이 운영된다. 셋째, 지역 문화 재단의 예술 강사 지원 사업은 사업 운영 방식에 따라 직접 운영 사업과 위탁 운영 사업으로 구분된다. 13개의 모든 문화 재단이 7개 분야(연극, 영화, 무용, 만화/애니메이션, 공예, 사진, 디자인)강사를 파견․배치․관리하고, 국악 강사의 경우, 3개 문화 재단만이 직접 지원하고 나머지 10개 문화 재단은 타 기관에 위탁하여 지원한다. 넷째, 지역 문화 재단의 문화 예술 교육 지원 사업은 문화 예술 교육 전담 기관인 문화 예술 교육 지원 센터에 의해 추진된다. 현재 13개 모든 문화 재단 내 문화 예술 교육 지원 센터가 설립되어 지역 문화 예술 교육과 시민 문화 예술 교육을 활성화시키는데 기여하고 있다. 다섯째, 지역 문화 재단의 문화 예술 교육 지원 사업은 시․도, 시․도 교육청, 문화체육관광부, 교육부, 한국문화예술교육진흥원, 16개 문화 예술 교육 지원 센터, 문화 예술 교육 관련 단체 그리고 지역 주민 등의 후원 및 협력으로 이루어진다. 여섯째, 지역 문화 재단의 문화 예술 교육 지원 사업은 지역화․특성화․전문화의 특성을 지닌다. 지역 문화 재단은 각 지역의 유․무형의 문화 자원을 활용하고, 지역 여건에 적합한 문화 예술 교육 정책을 추진하며, 지역을 거점으로 다양한 문화 예술 교육 프로그램 개발 및 운영함으로써 주민들의 문화 예술 교육 경험을 보다 풍부하게 하고자 노력하고 있다.
