Today, development and poverty eradication became almost a synonym in the international society. Theories of poverty eradication include individual deficiencies, cultural transmission, political-economic distortions, complex interdependency, and market exclusion. Solutions to poverty eradication are diverse upon angles of theories. Theories are competing, but all embedded comprehensively in Saemaul Undong(SMU) practices in the 1970s. This paper reviewed theories and experience from SMU so that it shows the possibility of Korean differences and advantages given from the perspective of the SMU experience. It is believed to be unique in terms of shaping aspirations(“can-do-spirit”), cultural change called acculturation, building an efficient governance, embedding ‘intrapreneurship’, and comprehensive cyclical factors. What factors of SMU should be kept in international development cooperation(standardization) and what will be allowed in policy transfer(flexible change)? These questions might be useful in finding and applying to a relevant model of the development cooperation for the host countries. The implications from comparative analysis of this exploratory research are likely to be somewhat contributions to international development cooperation abroad.

오늘날 국제사회에서 개발은 빈곤 퇴치와 거의 동의어가 되었다. 빈곤에 관한 이론은 개인의 결핍으로 보는 견해부터 문화적 접근, 정치경제적 접근, 복합적 상호의존론, 시장포섭/배제이론 등 이론에 따라 빈곤퇴치 해법도 다양하다. 이 논문은 빈곤퇴치에 관한 대표적인 이론들을 검토하면서, 그 실천사례로서 1970년대 한국의 새마을운동을 살펴보았다. 분석결과 빈곤퇴치에 관한 제이론은 상호 대립적이지만, 1970년대 새마을운동은 빈곤퇴치에 관한 대립적인 이론들을 통합적으로 적용하고 있다는 점에서 매우 독특한 모델로 평가될 수 있다. 이 논문은 해외에서 존재해온 ‘빈곤퇴치 이론’의 개략적인 내용을 살펴보고, 한국의 새마을운동의 빈곤퇴치 전략과 메카니즘을 분석해보면서 기존의 빈곤퇴치 이론에서 새마을운동이 차지하는 위상과 시사점을 살펴보았다. 결론적으로 새마을운동에는 열망의 조직화, 문화적 변용, 효과적인 거버넌스의 구축, 마을 기업가 정신의 발현, 그리고 제이론의 통합적 시스템의 특징을 보여주었다. 이 비교연구는 한국형개발협력 모델정립을 위해서는 물론이고 향후 개도국 빈곤퇴치 이론을 더욱 풍성하게 하고 현장 적응력을 높이는데 있어서 중요한 가치와 함의를 제공해줄 수 있을 것이다.
