This research explored the usefulness of social capital in international development cooperation and measured the level of social capital in Korea’s priority partner countries of ODA. Also, it suggested the importance of base line survey and regional study of recipient countries. The data used in this analysis were taken from the World Value Survey data conducted in 2010~2014. Nations of analysis selected 9 countries which provided data among 26 of Korea’s priority partner countries. Variables for the analysis were social norm, fairness, and trust: general trust, interpersonal trust, social organization trust, and government trust. It analyzed the average comparison with the level of social capital between the 9 countries and factors of impact to government trust. The results of the analysis supported two hypotheses : ‘’There is a difference in the level of social capital between the 9 countries” and “There is a difference in government trust factors between the 9 countries”. The difference in the level of social capital in every country will provide information which will determine the selection of a cooperation agency, project manager, and process of project in the recipient country. Although this research compared the level of social capital between 9 countries, future research may be done on the analysis of factors impacting social capital in each priority recipient partner country for the development of country partnership strategy. It will help build trust between recipient country and donor country. It could become the foundation for successful international cooperation projects through finding out the cause and effect of building social capital in recipient country.
