This article investigates students’ perceptions on unification issues in the Province of Jeollabuk-do. A survey was conducted in 2015 with a sample of 500 students in their ages of 3-19. The survey questionnaire was consisted of four categories (unification-related issues, security-related issues, understanding of North Korea, and education methods) along with demographic questions. This survey results show that the young students in their ages of 3 to 19 have been ignorant of North Korea compared to the previous generations. Given that the current approach of unification education has not been ineffective, it should be necessary to develop a more effective one for the youth and to reorganize the curriculum so that young students could be exposed to various issues relating to unification and North Korea. In addition, the unification education has to utilize various teaching methods that would stimulate students to participate more actively. This study also points out that the fragmentation of the governance for unification education has contributed to declining interest in unification issues among the youth students.

이 논문은 전라북도 아동 및 청소년들의 통일의식을 조사하고 이를 바탕으로 학교통일교육 거버넌스 발전방안을 제시하는 데 초점을 맞추었다. 전북지역 중ㆍ고등학생 500명을 대상으로 통일의식조사를 실시하고 유ㆍ초등 지도교사 FGI를 통해 유ㆍ초등학생들의 통일의식을 진단하였다. 조사결과 아동 및 청소년들의 통일의식이 희박하고 북한에 대한 관용적 태도도 상당 수준 미형성된 것으로 나타났다. 미래 통일시대의 주역이 될 현재의 아동 및 청소년들이 통일에 대해 무관심하고 의식도 미약하다면 장차 남북 구성원 간 화학적 결합에 많은 어려움이 초래될 것으로 보인다. 그러므로 통일에 따른 사회적 비용을 감소시키고 원만한 남북 화합을 도모하기 위해 학교통일교육에 더 많은 관심을 기울일 필요가 있다. 그러나 현행 지역통일교육 거버넌스 체제 안에서는 학교통일교육에 대한 고려가 효과적으로 작동되기 어려워 보인다. 이에 따라 이 논문에서는 학교통일교육 거버넌스 체계를 재구조화하여 유아와 초등학교 저학년 때부터 통일교육이 조기에 효과적으로 이루어지도록 노력할 필요가 있음을 정책적으로 제언하였다.
