This study aims at analyzing the Jangsu village community planning and then looking for implications for the practice of resident autonomy in the community planning. This study suggests, the following policy implications for the practice of resident autonomy for steps of the community planning. First, resident autonomy empowerment is possible through resident autonomy activities and community residents program. Second, residents autonomous space is important for the practice of residential autonomy and resident autonomy empowerment. Third, the practice of resident autonomy is possible through operations resident committee held and resident meeting. Fourth, village fund and resident appointment are need to for sustainable resident autonomy of the community planning.

본 연구는 성북구 장수마을을 사례로 마을만들기 추진단계별 주민자치의 실천과정을 살펴보고, 마을만들기를 통한 주민자치 실천을 위한 시사점을 도출하는 것이다. 이를 위해서 주민자치의 실천과정을 초기단계, 성숙단계, 발전단계로 구분하여 분석하였다. 분석결과, 장수마을 마을만들기의 추진단계에 따른 주민자치 실천을 위해 다채로운 주민자치 활동과 마을공동체 활동들이 전개되었다. 또한, 초기단계에서는 대안개발연구회이던 것이 성숙단계에서는 동네목수로, 그리고 발전단계에서는 주민협의회로 주민자치활동이 강화되었다. 마을만들기에서 주민자치의 실천에 대한 시사점은 4가지로 요약된다. 첫째, 주민자치 활동과 마을공동체 프로그램 등을 통해서 주민자치 역량이 강화된다. 둘째, 주민자치를 위한 공간 확보는 주민자치 역량 강화와 주민자치의 실천을 위해서 중요하다. 셋째, 주민협의회가 주최하는 운영위원회와 주민총회를 개최함으로써 주민자치를 실천할 수 있다. 넷째, 지속가능한 주민자치를 실천하기 위해서는 마을기금과 주민협정이 필요하다.
