The purpose of this paper is to maintain that civil publicness is important for the development of Jeonbuk province in Korea and to try to define the concept of civil publicness. (1) Civil publicness is a basic element for political development of Jeonbuk province. There are common elements between social capital and civil publicness. Inspiring civil publicness is necessary for eradicating negative character of both the rural emotion of olden days and industrial society. These are reasons why civil publicness is important for the development of Jeonbuk province. (2) Civil publicness means all concerned with citizen from the point of view that civil publicness is to improve right of every citizen. This paper posits that important dimensions of civil publicness are community where the citizen has lived, justice, and democracy. Citizen's service and contribution to the community, citizen's indispensable condition for life, law-abidingness, participation, fairness, tolerance, and communication are important elements of civil publicness, respectively. (3) To increase civil publicness, research and education of good administration, KALGAS members' participation to voluntary groups and operating them by rule, promotion of educational program in cooperation with the middle and high schools, and invitation of practitioners and persons who have experienced public work are suggested for the Korean Association for Local Government and Administration.

본고의 목적은 전북의 발전을 위해서 시민적 공공성이 중요하다는 점과 시민적 공공성의 개념을 정의하는 것이다. 이를 요약하면 다음과 같다: (1) 전북의 정치발전을 위해서 시민적 공공성은 기초가 되며, 사회적 자본과 시민적 공공성의 요소는 부분적으로 중복되며, 퇴락한 농촌 정서와 섣부른 산업사회의 특성을 퇴치하기 위해서 공공성의 고취가 필요하다는 점에서 시민적 공공성이 중요하다. (2) 시민적 공공성은 시민이 공공성의 주체라는 관점에서 시민과 관련된 모든 것을 의미한다. 본고에서는 시민적 공공성의 주요 차원을 시민이 속한 공동체, 정의, 민주주의로 보았다. 그리고 각각에 대해서 시민의 공동체에 대한 기여와 봉사, 시민의 필수적인 생활 조건, 준법, 참여, 공정, 관용, 소통 등을 주요 구성요소로 보았다. (3) 한국자치행정학회 차원에서 시민적 공공성을 증진하기 위해서 좋은 행정의 연구와 교육, 회원들의 자발적 단체의 참여와 모범적 운영, 초·중등학교와 협력 교육사업 추진, 학회 발표회에 실무자 혹은 경험자 초대 등을 제시하였다.
