It is rapidly changed that the overall of disabled welfare environments as well as social welfare environment. Especially, the higher the rights awareness of the service users and the quantitative growth of the rehabilitation welfare center, the more increasingly the social influence & responsibility of welfare center. The rapid change in the overall of disabled welfare environment means that it is the time for the center to pay its efforts to fulfill its responsibilities for human rights with the transparency and accountability in its management. But most of the legal representatives and the chief leaders of the rehabilitation welfare centers or the facilities did not actively jump off to practise the responsibilities of human rights. Except for the part of the rehabilitation welfare centers, none has expressed the mission called ‘human rights practices’ or ‘human rights management’. Depending on for them to express the mission or not, the terms of perception about the disabled human rights or the attitudes of the corresponding upon them can vary. When the rehabilitation welfare centers provide all the services in the center of the human rights practices, the services can be upgraded to the dimension of obligation beyond the level of mercy. The management responsible for human rights is not for us to seek totally unfamiliar things for us, but to do better what we've done so far. Because it has been believed that social welfare should be the responsible role in the center of human rights since birth in society. From now on, the rehabilitation welfare centers should adopt the policies that cover the human rights practices with relevant stakeholders, under the clear recognition that they are the subjects of human rights accountability towards the service users and the disabled of the community. Therefore, the researcher is to study the contents regarding the responsibilities of the rehabilitation welfare center of human rights and to present the roles of the disabled welfare center on the side of the applying the practice of human rights.

사회복지환경 뿐만 아니라 장애인복지환경 전반이 급변하고 있다. 특히 장애인복지관의 양 적인 성장과 서비스 이용자의 권리의식이 높아지면서 장애인복지관은 사회적인 영향력과 책 임성의 비중이 증가하였다. 이러한 장애인복지환경 전반의 급격한 변화는 장애인복지관 경영 의 투명성과 책임성을 넘어 인권책임을 다하기 위한 노력을 기울일 때이다. 그러나 장애인복 지관을 위시한 대부분의 장애인복지시설의 법인대표 및 기관장들은 인권실천의 책임에 적극 나서지 못하고 있다. 일부의 장애인복지관을 제외하곤 ‘인권실천’ 또는 ‘인권경영’이라는 사명 을 표명한 곳을 찾아보기 어렵다. 그러한 사명을 표명하느냐 그렇지 않느냐에 따라 장애인인 권에 대한 인식의 관점과 대응의 태도가 달라질 수 있다. 장애인복지관이 인권실천의 중심에 서 모든 서비스를 제공할 때 단순한 시혜의 수준을 넘어 의무의 차원으로 격상될 수 있다. 인 권책임경영은 우리에게 전혀 생소한 일을 찾는 것이 아니라 지금까지 우리가 해 왔던 일을 더 잘하는 것이다. 사회복지는 태생부터 사회 속에서 인권중심의 책임 있는 역할을 해야 한다 고 믿어 왔기 때문이다. 이제부터라도 장애인복지관은 장애인 이용자와 지역사회의 거주 장애 인을 향한 인권책임의 주체라는 명확한 인식하에 관련 이해관계자들과 인권실천을 포괄하는 정책을 채택해야한다. 이에 본 연구자는 장애인복지관의 인권책임과 관련하여 장애인의 인권 을 개념적으로 살펴보고, 장애인복지관에서의 인권 실천 적용이라는 측면에서 장애인복지관의 역할을 제시해 보고자 한다.
