This study is an interpretation on the ‘Chido’(治道; which means governing streets) theory of Okgyun Kim and Younghyo Park, who is well known as leaders of Gahwa faction(開化派), in the late 19th century. In correspondence with the contemporary theoretical viewpoints of both urban governmentality and multiscalar politics, the author elucidates three features of the ’Chido’ theory as follows: 1) obvious influences of the Bukhak(北學) school to the Kim and Park’s theory, 2) proper backgrounds for importing the urban governmental technologies from Western countries and the mutation of the technologies in Joseon, 3) two historical conditions as justification logics of the ‘Chido’ theory. In conclusion, this research argues that Kim and Park’s theory was an interdisciplanary and integrated theory which had three simultaneous goals: 1) a strategy to prove that Joseon held qualification for membership of the international order driven by spatio-temporal expansion of Western Powers, 2) a plan to enhance national prosperity and military defence by accelerating commodity circulation, 3) a way of policing and disciplining Joseon people and making them governable.

이 글은 개화파 김옥균과 박영효의 치도론(治道論)에 대한 번역 작업이다. 한문 을 국문으로 바꾸는 번역이 아니라 그들의 주장을 현대의 도시이론과 통치연구 틀에서 재해석하는 일이다. 한 세기도 더 전의 담론을 번역하는 일인 만큼 어휘 와 언어구조를 세심히 살피고 있다. 분석의 대강을 보면 다음과 같다. 첫째, 개화 기 지식인의 세계 인식을 그들의 입장에서 해석한다. 이를 위해 이 글에서는 북 학파 도로관과 개화기 치도론의 담론적 친화(親和)와 인적 관계를 다룬다. 둘째, 서구의 도시(the urban) 통치술이 도입되는 배경을 살피는 한편, 개화기 조선에서 일어난 담론의 변이(mutation)를 분석한다. 셋째, 치도론이 하나의 담론에서 대한 제국의 중요한 정치적 실천이 될 수 있었던 시대적 정당성을 도출한다. 이 글에 서 밝히는 치도의 합리성은 크게 두 가지이다. 한편으로는 팽창하는 서구의 시공 간으로서 국제질서에 편입하기 위한 조선의 생존 논리와, 다른 한편으로는 19세 기 내내 조선사회를 공포에 몰아넣었던 콜레라로부터 해방이라는 위생논리가 치 도론의 시대적 합리를 설명한다. 결론적으로 필자는 김옥균과 박영효의 치도론이 도시계획, 위생, 건축, 국제정치 등 현대 분과학문의 경계를 넘나드는 통합적인 통치담론이라 주장한다.
