As a way of addressing social disorder issues, which is stemming from declining CBD with suburbanization and space segregation with income and race, social innovation, in recent, has been caught attention on the world. This research has two main purposes; one is to analyze the effects of social innovation initiated by Seoul Metropolitan Government(SMG) and the other is to draw out agenda that is being pursued by SMG in the future. The social innovation taken by SMG is trying to revitalizing urban economy grafting entrepreneurship into urban industries and also to reflecting current social values, such as justice, communication, participation, and sharing concept into urban management system. We, therefore, can notify that SMG takes pragmatism in solving the specific urban issues. In addition, this study reveals that SMG is introducing collaborative governance systems, emphasizing joint participation, such as the citizen, companies, experts, and NGOs as a way of innovative urban operating mechanism. Despite these positive effects of social innovation taken by SMG, following social innovation initiatives should be taken into account in order to sustaining social innovation at the city level of SMG; setting up the future direction of social innovation, improving legal and institutional system, intensifying citizen education, developing new services for emerging special class, such as single households, exploring new types of council, such as joint council with the vicinity area, and developing sustainable cities, which are taking into account environment and energy issues.

소득과 인종 등에 의한 공간분리와 교외화로 인한 도심부의 쇠퇴 문제, 그리고 사회적 소외문제 등으로부터 야기되고 있는 사회적 혼란을 해소하기 위한 방안의 하나로 최근 사회혁신이 전 세계적으로 큰 관심을 끌고 있다. 본 연구는 서울시 의 사회혁신 성과를 분석하고 서울시가 앞으로 추진해야 할 사회혁신 과제를 도 출하는 데 연구의 목적을 두고 있다. 서울시가 추진하고 있는 사회혁신은 기업가 정신을 접목해서 도시경제 활성화를 적극 도모하고 공정, 소통, 참여 및 공유와 같은 사회적 가치들을 시정운영에 반영하려고 노력한다는 점에서 구체적인 도시 문제를 해결하기 위해 실용주의적 접근을 채택하고 있음을 알 수 있다. 이 밖에도, 본 연구결과는 서울시가 혁신적인 시정운영방식으로 시민과 기업, 전문가, NPO와 서울시가 공동 참여하는 협력적 거버넌스를 도입하는 성과 등을 보여주고 있다. 하지만, 이러한 긍정적인 평가에도서울시 차원에서 사회혁신을 지 속시키기 위해서는 사회혁신에 대한 방향 설정과 사회혁신을 지속시키기 위한 법·제도 정비, 시민교육의 강화, 1인 가구 등 특수계층에 대한 행정서비스 발굴, 주변지역과의 근린의회 운영방안 모색 및 환경과 에너지를 고려한 지속가능한 도 시건설 등과 같은 분야에서의 선제적인 사회혁신 노력이 필요하다
