The development of local networks related to the Chungbuk social economy can be divided as the beginning period, expanding period and maturing period. The beginning period is consisted of informal and occasional activities, and appreciates the limits of individual activities and are developed from the acquaintance into the relations which can share the purpose. The expanding period has definitely the numerical growth of the local network related to social economy with the spread of social economic discussion and needs social economy network by departments, and it requires the active cooperation with civil society. The maturing period shows marked participations not only of social economic organizations but also of civil associations and professionals. Based on this, a big consultative group embracing Chungbuk has occurred. The networks related to Chungbuk social economy are making joint responses about the pending issue focusing on business fields and interest groups. On the other hand, it has the purpose of social economic vitalizations and is consisted of external factors. Civil organizations taking part in the networks are performing the central role. While the spread of participation of local government and professionals is appearing lately, the number the social economic organizations participating is as few as about 10. Although getting better gradually, the active participations and activities are much insufficient. The motivation of networking related to social economy has three types. First is the motivation of solving critical local issues by stake-holders who has common awareness, second is the institutional motivation which is establishing network by institutional demand, and third is the normative motivation with which the local professionals participate as the necessary role. On the other hand, network activities of social economic organizations is leading the local government policies and making issues in the local society.

충북의 사회적 경제 관련 지역네트워크의 발전은 태동기, 확산기, 성숙기로 구분할 수 있다. 태동기는 비공식, 비정기적 활동이 주를 이루었고, 개별 활 동에 대한 한계를 인식하고 이미 알고 지내던 사이에서 목적을 공유하는 관 계로 발전한다. 확산기에는 사회적 경제 담론의 확대와 함께 사회적 경제 관 련 지역네트워크의 수적 증가가 확연히 확인되는 시기로 사회적경제 부문별 네트워크의 필요성이 제기되고, 시민사회와의 적극적인 협력이 이루어진다. 성숙기에는 사회적 경제 당사자 조직은 물론 시민사회단체와 전문조직들이 참여가 두드러진다. 이를 기반으로 충북지역을 아우르는 큰 틀의 협의체가 출현하게 된다. 충북의 사회적 경제 관련 네트워크는 두 종류로 분류할 수 있다. 하나는 업종을 중심으로 하는 네트워크이다. 업종 중심의 네트워크는 환경, 농업, 교 육 등의 분야에서 이해관계자들이 중심이 되어 현안과제에 대한 공동대응 활 동을 하고 있다. 다른 하나의 네트워크는 사회적 경제 활성화를 목적으로 활 동하고 있는 네트워크 이다. 네트워크에 참여하는 조직들 중 시민사회단체는 중심적인 역할을 수행하고 있다. 또한 최근에는 지방자치단체와 전문가들의 참여가 확대되는 흐름을 보이고 있다. 반면 사회적 경제 당 사자조직들의 참여는 10여개정도에 머물고 있다. 당사자조직들의 참여가 점차 증가하는 추세에 있으나 그 참여는 아직 미흡하다. 사회적 경제관련 네트워크의 형성 동기는 세 가지 유형을 보이고 있다. 지 역 네트워크 형성의 동기는 지역 현안을 해결하기 위해서, 제도적 요구를 충 족시키기 위해서, 전문가들의 당위적인 역할이라는 유형이 있다. 한편, 사회 적 경제조직이 참여하는 네트워크 활동은 지자체 정책을 견인하고, 지역사회 에 해당 이슈를 공론화 하는 성과를 만들어 가고 있다.
