The purpose of this study is twofold: to find factors of insensitivity to road traffic safety and to suggest new solutions of insensitivity problems. For this purpose, the study reviews previous research and utilizes a survey on the perception of road safety insensitivity. Based on the survey, the study proposes policy strategies to alleviate the insensitivity as follows: the first is a legal and institutional strategy to reexamine the deregulation process and put the priority of transportation policy on safety issue in the field; the second strategy is to reconstruct the national safety management system which forecasts risk situation for the better use of golden time in case of emergency rescue; the third is the citizenship strategy to develop citizen education program and safety oriented cultural movement; the fourth strategy emphasizes a social cost issue which requires the national consensus on budget allocation of reducing the insensitivity on road traffic safety.

본 연구는 도로교통 안전불감증 원인과 해소(극복)를 위한 방안을 모색하는데 그 목적을 두고 있다. 이를 위하여 먼저, 교통 안전불감증의 개념과 관련 요인에 대하여 기존문헌을 토대로 고찰하여 한국사회 전반에 만연한 교통 안전불감증을 원인을 분석한다. 그리고 이동수단 중 가장 많은 비중을 차지하는 도로교통분야의 안전사고 현황분석과 교통 안전불감증과 관련된 설문조사 분석 결과를 토대로 다음과 같은 시사점을 찾을 수 있었다. 첫째, 법률 및 제도적 측면에서의 현장안전에 우선순위를 둔 교통정책개발과 이동수단과 관련 규제완화에 대한 철저한 재점검과 시대적 흐름과 이동수단을 고려하는 일관성 있는 교통정책을 펼쳐 나가야 한다. 둘째, 안전관리 대응체제적 측면에서의 국가안전관리 시스템 재구축이다. 위험발생에 대한 예측과 대비수준을 높여 나가야 하며, 사고시 골든타임 내에 인명구조가 이루어질 수 있도록 초동대응활동이 중요하다. 셋째, 교통안전의식 측면에서는 교통안전 관련 비정상적 관행 바로잡기와 국민의 교통의식 수준 제고, 자치안전 행정체제의 정비와 협업 도출, 교통약자를 위한 배려와 안전문화운동 확산이다. 넷째, 안전비용 측면에서 안전과 관련된 사회적 비용 부담에 대한 국민적 합의 도출과 국가안전 예산의 확충 등의 구체적인 정책제안을 하였다.
