Operational Requirements Document(ORD) is prepared for a system developer to present the user requirements and it is intended to ensure that user needs while designing a system. An ORD enables communication between user and developer and it allows to the developer the Requirement Analysis for a weapon systems to develop. In 2014, DAPA has mandated the ORD document to minimize development cost and design changes in the development stage of weapon systems. However, there is no clear standard for creating ORD. Thus, this paper analyses the cases of foreign countries and domestic examples, and proposes the methodology for creating ORD in acquisitions for weapons system by applying a Model Based Systems Engineering.

본 논문은 무기체계 획득을 위한 소요기획 문서들 중 최근 방위사업관리규정에 의거 작성이 의무화 된 운용요구서(ORD)의 작성방법론을 개발하는데 연구목적이 있다. 연구는 무기체계 획득과정의 소요기획체계와 운용요구서(ORD)에 대한 이론적 고찰을 수행하고, 국내․외 운용요구서(ORD) 작성사례를 분석한 후 현재의 규정과 국내 획득환경에 맞는 운용요구서(ORD)의 작성방법론을 제시하는데 중점을 두었다. 또한 연구한 운용요구서(ORD)의 작성방법론에 대하여 모델기반 시스템엔지니어링(MBSE) 개념을 적용하여 하나의 프로세스로 구축하였다.
