This paper searches for the policy alternatives for South Korea to overcome systemic problems inherent in the defense industries. South Korea urgently needs to promote defense R&D budget, refine the prime cost accounting system, designation system of defense industries and priority items, and efficient use of resources from the private sector. For the sustainable growth in the future defense industry, the government will have to provide institutional solutions and policy improvements through the proactive and exact analysis of the current status. This will allow the government and business to the advancement of South Korea's defense industry with institutional refinement. This paper contends that she needs to find a viable model of regional innovation system in the localities for the betterment of defense industries.

본 연구의 주된 목적은 한국의 방위산업에 내재된 문제점들을 극복하기 위 한 정책적 대안을 연구하는데 있다. 한국은 국방 R&D 예산, 원가계산 시스 템, 방위산업지정 등에 있어서 민간자원의 효율적 활용하고 창조국방의 새로 운 방향으로 방산 경쟁력을 갖추기 위해 다양한 노력을 강구하고 있다. 미래 방위산업의 지속 가능한 성장을 위해 정부는 현황을 정확하게 분석하고 미래 의 정책대안을 제시해야 한다고 본다. 본 연구는 정부와 기업이 한국의 방위 산업 발전과 제도적 개선책을 마련하고 지자체에서는 지역혁신시스템을 구축 하여 실행 가능한 모델을 만들어가는 것이 방향이라고 제안한다.
