Countries compete intensely to host a new international organization‘s headquarter to enjoy subsequent economic and other benefits. Related to the roles of the National Assembly, an important criteria in selecting a host country is whether the country is able to provide timely legal basis for the international organization, i.e., juridical personality, legal capacity, and privileges and immunities, and another criteria is whether the government's initiative to host is broadly supported by the people and political parties. The paper explains these aspects based on the case of the Green Climate Fund, which the Korean government has recently succeeded in hosting its headquarter. The National Assembly needs to maintain and show reliable and fluent legalization process. Members of the National Assembly can contact their counterparts in voting countries to seek their pressure on the administration. Once succeed in hosting, the National Assembly needs to finish its legalization process timely as designated by the international community.

국제기구를 유치하면 유치국가가 누리게 되는 경제, 외교, 사회적인 효과 때문에 신설되는 국제기구를 유치하려는 경쟁이 국제적으로 치열하게 이루어진다. 이 글은 국제기구 유치과정에서 입법부가 수행할 수 있는 역할을 최근 우리나라가 유치에 성공한 녹색기후기금(GCF)의 사례를 바탕으로 살펴본다. 유치국가 선정에 있어서 해당 국가가 국제기구의 임무 수행을 위해 필요한 특권과 면제 등의 법적인 기반을 얼마나 원활하게 부여할 수 있느냐가 중요한 선정기준의 하나이다. 또한 해당 국제기구의 목적과 활동을 뒷받침하는 정치적인 지지의 존재 여부도 중요한 평가의 척도가 되고 있다. 따라서 국회는 관련 입법절차를 안정적으로 운영해 나가고 정치적인 지지를 표명함으로써 유치를 간접 지원할 수 있다. 또한 의원외교 차원에서 주요 국가의 입법부 인사들을 대상으로 설득 노력을 기울일 수도 있다. 유치 이후에는 본부협정 등 필요한 입법 절차를 차질 없이 마무리하는 것이 국제적인 공신력 유지와 추후의 다른 국제기구 유치를 위해 중요하다.
