This article explores a strategy of multilateral parliamentary diplomacy for the National Assembly by paying attention to the rise of international parliamentary networks (IPNs) as a new phenomenon of power diffusion in world politics. IPNs have increased their political influence because they were expected to alleviate democratic deficit in global governance. It opens the window of opportunity for the National Assembly to improve its diplomatic under-performance. Our research suggests the need for a shift from the existing bilateral visit-based diplomacy to a multilateral network diplomacy. This multilateral network diplomacy is based on the variety and heterogeneity of actors, issues, partners, and geographical spaces. Thus, it emphasizes participation in international parliamentary conferences rather than bilateral visits, requires outreach from Asian toward global counterparts, and issue-specific division of labor among congressional committees. Also it needs a better institutional infrastructure in terms of organizational structure, personnel, and budget.

이 논문은 글로벌 세력확산의 새로운 조류로서 국제의회네트워크의 부상에 주목하고 네트워크이론에 입각하여 국회의 다자외교 활성화 전략을 모색한다. 국제의회네트워크는 글로벌 거버넌스의 민주성 결핍을 완화하는 정치적 보충제로서 그 영향력이 확대되고 있다. 이 현상은 그동안 부정적인 평가를 면치 못한 의원외교를 개선하는 기회의 창을 열어주고 있다. 이에 본 연구는 네트워크 개념을 원용하여 기존의 양자 방문외교에서 다자 의회외교로의 전환을 주문한다. 다자의회외교는 외교의 행위자, 이슈 및 대상, 그리고 공간적 범주가 다층적으로 연결되어 있는 네트워크에 기반을 둔다. 따라서 양자 간 방문활동보다는 국제회의 참여를 강조하고, 아시아 지역에서 글로벌 무대로의 아웃리치를 요구하며, 다양한 외교이슈에 조응하는 위원회별 특화 필요성에 무게를 둔다. 아울러 다자외교 활성화에 필요한 제도적·인적·물적 인프라 개선방안을 함께 검토했다.
