The purpose of this study was to investigate the elements of existing regional festival programs that have failed to properly identify and represent regional culture, providing more effective factors of regional festive events and contributing to raising their quality. For this purpose, this researcher conducted both literature review and case survey. For this survey, the researcher focused on 4 regional festivals that were officially designated as successful the Ministry of Culture, Sports & Tourism in 2013 and have been more recognized as quality brands. The festive events include the Boryung Mud Festival, the Andong International Mask Dance Festival, the Gimje Horizon Festival and the Jinju Namgang Lantern Festival. As a preliminary step, this researcher investigated the four festivals and determined factors on which the program of each festival was mainly based. Among those factors, some that were same in nature as others were excluded, and 54 were finally remained. With the final factors, this study conducted 3 sessions of Delphi survey from Aug. 16th to Sep. 30th, 2013 in which 33 festival experts responded. The 1st session examined the validity of those factors and the 2nd session, their importance. Based on the results of the second, the 3rd session made a final examination of the importance in which advice from other experts was considered. Based on the findings of these moves, this researcher would make the following suggestions for regional festivals of this country. First, festivals should be based on a particular theme and truly representative. Successful regional festivals require a unique theme of their own that can promote curiosity by relating itself to regional characteristics. To be most representative, regional festival events should reveal their own identity enough by connecting themselves with special products or tourist resources that best represent their region. Second, regional festivals should be supported by special materials that best symbolize the locality of region where the festive event is held. Finding developing creative materials should be based on unique regional characteristics, especially in relation to regional history, nature and industry. Third, the main and other places of the festival should be clearly discriminated. The main place allow festival participants to become aware of the regional festive event and memorize its program in detail. Therefore, the main place needs to be located where festival participants can easily approach and easily feel the locality and culture of region. Fourth, festival participants should be given more experience opportunities. By making new experiences, those participants can have more interest in regional festivals. This raises their satisfaction and, accordingly, has a considerable influence on the ratio of festival revisit. Therefore, more part of regional festival programs should be accounted for by new experiences that allow people to enjoy and directly participate, not just staying at seeing the regional events. Fifth, the systems of festival evaluation should be improved. Currently, many of regional festivals are evaluated after they finish. The process is in most cases made through referring to outside research agencies or through internal evaluation. To solve this problem, a special panel of festival evaluation whose members are capable to properly judge regional situations and monitor regional festivals should be formed and organized. Indicators and guidelines for accurate festival evaluation should be developed and standards of the evaluation diversified. Furthermore, know-hows about festival operation should be converted into a material body of knowledge resource in order to help a mid- and long-term development of regional festive events. This study tried to make realized how much the construction of regional festival programs are important and analyze in detail how much factors of those programs are important, providing a better direction of festival program construction for successful regional festive events. It also provided effective ways to construct regional festival programs where more preferable factors as empirically identified are applied. Thus, it is expected that this study can be used throughout the entire process of the festive event ranging from planning, action and to evaluation.

본 연구의 목적은 지역문화의 정체성과 대표성을 상실한 지역축제의 품질을 높이기 위한 방 법을 통해 축제프로그램을 이루고 있는 구성요인을 분석해서 실제적으로 적용할 수 있는 실증적 인 요소를 도출해내는데 있다. 사례분석에 활용된 지역축제는 2013년 문화체육관광부가 선정한 문화관광축제 중 성공적인 지역축제로서 브랜드인지도를 높인 보령머드축제, 안동국제탈춤페스 티벌, 김제지평선축제, 진주남강유등축제 등 4개의 대표 축제이다. 먼저 조사의 예비단계로 4개의 축제를 분석하여 각 축제의 프로그램을 이루고 있는 구성요인 의 변수를 추출하였으며, 다음으로 중복된 변수의 삭제과정을 거쳐 총 54개의 변수를 추출하였 다. 이를 토대로 본조사의 단계로 2013년 8월16일부터 9월30일까지 축제전문가 33명을 대상으로 3회에 걸쳐 델파이조사를 실시하였다. 1차 조사에서는 각 항목의 적합성, 2차 조사는 항목의 중 요도에 대한 조사를 실시하였다. 3차 조사는 2차 조사의 결과를 토대로 다른 전문가 의견을 참고 하여 항목의 중요도에 대한 최종조사를 실시하였다. 이상의 조사과정을 통해 파악된 결과를 바탕으로 향후 우리나라 지역축제에 적용할 수 있는 실질적인 방안을 제시하면 다음과 같다. 첫째, 축제의 주제와 대표성을 반영해야 한다. 둘째, 특화된 축제 소재의 개발이 뒤따라야 한 다. 셋째, 축제 핵심장소가 구분되어야 한다. 넷째, 축제참가자의 체험적 요소 비중을 확대해야 한다. 마지막으로 축제평가체계를 개선해야 한다. 본 연구는 지역축제 프로그램 구성의 중요성을 부각시키고 프로그램을 구성하고 있는 항목의 중요도를 세밀하게 분석해 봄으로써, 이를 기반으로 성공적인 축제를 위한 축제프로그램 구성의 나아갈 방향을 제시해 보았다. 또한 실증분석을 통해 도출된 우선순위 항목을 토대로 지역축제 프로그램 구성을 위한 실질적인 방안을 구체적으로 제시함으로써 지역축제의 기획, 실행, 평가 의 전 과정에 유용하게 활용될 것으로 판단된다.
