This paper is an study on the internal and external competitiveness factors - total factor productivity, efficiency, and TSI - of Korea's manufacturing Industries based on technology levels. This study shows that it is necessary to provide a differentiated growth strategies based on technological levels in order to enhance the industry competitiveness of the future although most of the trends of each competitiveness factor showed qualitative improvement. First, in the high-technology and medium-high-technology industries, it is necessary to secure the relative technological comparative advantage strategy. Second, it is important the effort to improve total factor productivity and efficiency of basic material industries preferentially which have high degree forward and backward linkage effects. Third, the industrial equipment is to be optimized. In addition, we must broaden the spectrum of products through active technology investment.

본 연구는 한국 제조업을 기술수준군별로 구분하고 각 제조업별 총요소생산성, 효율성, 그리고 무역특화지수를 시산하여 이 결과들을 연계 분석, 경쟁력을 살펴본 연구이다. 분석 결과, 각 요인들은 다소 부침이 있었지만 일부 제조업군을 제외하고 기술수준군별로 산업 경쟁력 확보를 위한 질적인 개선 노력이 꾸준히 진행되어 왔다고 평가할 수 있다. 그렇지만 각론적으로 볼 때, 향후 한국 제조업의 경쟁력 향상을 위해서는 그 기술수준에 따라 차별화된 전략을 마련할 필요가 있는 것으로 분석되었다. 첫째, 상대적으로 양호한 분석 결과를 보인 고위 및 중고위기술 산업군의 경우 선진 기술과의 격차가 상대적으로 크지 않고 범용제품을 위주로 한 개도국의 추격에서 상대적으로 자유로운 위치에 있으므로 상대적 기술 우위 전략을 확보하여야 할 것이다. 둘째, 한국 제조업의 균형적 성장을 위해, 전후방 연관효과가 큰 주력 소재 산업들의 총요소생산성과 효율성을 동시에 향상시키려는 노력이 우선적으로 필요하다. 셋째, 산업에 과잉 설비가 존재하는 경우 자본의 생산탄력성을 떨어뜨려 낮은 효율성을 보이게 되므로 설비의 최적화를 이루어야 할 것이다. 또한, 대외적으로는 국제 경쟁력을 강화하기 위해 활발한 기술 투자로 제품의 스펙트럼을 넓혀 중국 등 개도국의 범용기술 제품 수출에 대응하여야 할 것으로 판단된다.
