The so-called 1965 regime acted as a brake on conflicts over the history between the two countries amid the need for mutual cooperation on security and economy. The said regime has reached its limit due to the end of the Cold War, changes in the international situation including the rise of China, a reduction of the economic power gap between the two countries, and so forth. The two countries need to take their relationship to a new level with the focus on cooperation for unification of the two Koreas, as well as on security and economy, through reciprocal understanding and exchanges between the peoples. South Korea’s diplomacy needs to develop a logical minuteness that can persuade the Japanese as well as Koreans. The country should maintain cooperative relations with Japan in the areas of security and economy, while adopting a resolute attitude against any attempt to distort historical facts, including sovereignty over Dokdo. The country should also adopt three-dimensional thinking focusing on peace and stability in all of Northeast Asia. The two countries need to cooperate with each other to establish stability in the region and develop a new agenda designed to make their voices heard.

안보협력과 경제협력의 필요성이 과거사와 독도로 인한 마찰을 억제하던 ‘1965년 체제’의 한일 관계는 냉전 종식 과 중국의 대두 등 국제환경의 변화와 한일 간의 경제적 격차 축소, 그리고 한일 양국의 국내적 변화 때문에 한계에 봉착했다. 새로운 차원의 한일 관계는 안보와 경제 분야의 협력에 더하여 ‘통일협력’을 새로운 지주로 추가하고, 양국 국민들의 상호 이해와 교류를 토대로 활용해야 한다. 대일외교는 국내 여론에 대해서 뿐만 아니라 일본 사회에 대해 서도 설득력을 겸비하는 논리적 치밀함이 필요하며, 과거사나 독도는 단호하게 대처하되 안보와 경제 등의 분야는 실 용적으로 협력하는 분리대응을 기조로 삼아야 한다. 또한 한일 양자 관계를 넘어서 한반도와 동아시아 지역의 평화와 안정을 염두에 두고 입체적인 발상을 해야 하며, 동아시아의 안정적 지역질서 정착을 위해 한일 양국이 고민을 공유 하고 발언권을 강화하는 것을 새로운 어젠다로 개발할 필요가 있다.
