The ongoing situation surrounding the bilateral relationship between the United States and Russia looks rather alarming. It does not appear that the two are making efforts for reconciliation or diplomatic considerations for each other either. U.S. Ambassador to Russia Michael McFaul continued to maintain a sour relationship with the Russian government and finally resigned after only one year in the post. The way Russians view his replacement John Tefft is not very friendly. The conflict between the two powers has much to do particularly with the frustration of Vladimir Putin’s attempt at reconciliation with Western countries in the first few years of his term and even the conciliatory gestures of his companion Dmitry Medvedev. Russia came to acquire a deep antipathy for western countries’ intervention in its internal politics. Vladimir Putin also expressed strong concerns about the NATO’s continued expansion despite his conciliatory efforts. Concerning the expansion of Western economic sanctions against it following the Ukraine crisis and the abrupt drop in international oil prices since October 2014, Russia views them as elements of an anti-Russian conspiracy. Thus, the relationship between the two powers has soured further still. Vladimir Putin has adopted an anti-Western stance and strengthened friendly relations with China. The situation has also led to the launch of the Eurasian Economic Union (EEU) led by Russia and the rise of a nationalism that stresses Russian values, to the concern of Western countries.

최근 러시아와 미국의 관계가 심상치 않다. 서로에 대한 외교적 배려나 관계복원을 위한 노력을 기울이려는 것 같 지도 않다. 임기 내내 러시아 정부와 불편한 관계였던 주러 미국 대사 맥폴은 임기를 1년 겨우 넘긴 상태에서 사임하 였고 후임으로 임명된 존 테프트 대사에 대한 러시아의 시각도 곱지 않다. 양국 간의 갈등은 무엇보다 임기 초 몇 년에 걸친 푸틴의 대서방 화해시도와 그의 대리인 메드베데프 전 대통령의 유화적 자세마저도 좌절된 점과 관련이 깊다. 또한 서방이 러시아 국내정치에 깊숙이 개입하는 태도에도 크게 반감을 갖게 되었다. 동시에 푸틴은 자신의 노 력에도 불구하고 서방이 지속적으로 나토를 확대하는 데 대하여 강하게 우려를 표명하였다. 이런 가운데 우크라이나 사태를 둘러싼 서방의 경제 제재 조치가 확대되고 지난해 10월 이후 급작스런 유가 하락이 현실화되자 러시아는 일 련의 사태들이 자신들을 궁지로 몰려는 서구의 음모로 생각하면서 러 – 미 관계는 더욱 냉각되고 있다. 이에 대한 푸틴 의 대처가 궁극적으로 반서방주의적 성격을 갖게 되었는데 이는 중국과의 관계 심화, 유라시아경제연합의 출범, 러시 아 가치를 강조하는 민족주의적 성격으로 나타나 우려를 낳고 있다.
