The deterioration in Korea-Japan relations is having a negative effect on Northeast Asia’s regional order, economic relations and private sector exchanges. Both Korea and Japan remain hesitant about coming forward and taking the initiative to improve their bilateral relations; and have wasted no opportunity to criticize each other on various occasions. Many have begun to argue that both Korea and Japan need to make some difficult political decisions to improve their bilateral relations and expand their national interests instead of allowing themselves to be swept away by populism. To that end, they claim, Prime Minister Abe must change his historical perspective while President Park must be more accommodating to the idea of the Korea-Japan summit. It is time for Korea and Japan to send out a message to each other indicating their willingness to improve their bilateral relations. If they fail to create the momentum needed to ameliorate their bilateral relations within 2014, the possibility of improving their relations will become far more distant. Therefore, Korea, for its part, needs to demonstrate its commitment to improving its relations with Japan and take specific actions in that regard so that Japan and the international community can anticipate the Korea-Japan summit. Korea needs to hold the Korea-Japan summit on the occasion of multilateral conferences like the APEC in preparation for the 50th anniversary of the normalization of diplomatic relations between Korea and Japan in 2015.

한일관계의 악화가 동북아 질서, 경제 관계, 민간 교류에까지 악영향을 미치고 있지만 정작 한일 양국은 서로를 비판할 뿐 쉽사리 관계 개선에 나서려고 하지 않고 있다. 한일관계를 개선하기 위해서는 포퓰리즘에 휩쓸리지 않는 한일 양국의 국익을 위한 정치적인 결단이 필요하다는 주장도 많이 나오고 있다. 그러기 위해서는 아베 총리가 역사 인식을 바꾸고 박 대통령도 한일 정상회담을 해야 한다는 주장도 있다. 앞으로 한일 양국 모두 관계를 개선할 수 있는 메시지를 보낼 필요가 있다. 올해 안에 한일관계의 개선을 위한 모 멘텀을 만들지 못한다면 한일관계 개선은 힘들어질 가능성이 높다. 따라서 한국은 여러 가지 한일관계의 개선의 의지 와 행동을 보임으로써 일본과 국제사회로 하여금 한일 정상회담에 대한 기대감을 갖게 만들고, APEC 등 다자회담을 계기로 한일 정상회담을 성사시켜 내년 한일국교정상화 50주년을 준비할 필요가 있다.
