The 1997 financial crisis ignited a jump in both income inequality and relative poverty in Korea. This phenomena had developed with the sharp rise of non-regular worker participation since 1997, as well asthe wage gap between regular and non-regular workers. The key reasons for hiring non-regular workers attribute tobusiness labor cost reduction, employment flexibility increases, and low labor market mobility from non-regular to regular positions. The existence of large-scale participation of non-regular workers has deteriorated not only the distribution structure, but also the economic growth potential in Korea. From this viewpoint, it is critically urgent to maintainpersistent and stable economic growthto meet modern workforce demands and improve social cohesion byalleviating social tensions brought on by non-regular workers’ low wages and relative poverty. Policy alternatives dedicated towardimprovingthe non-regular workers’predicamentlist as follows: First, the government-led policy should be practiced systematically in orderto solvelabor market dualism. Second, the employment protection for regular workers should be alleviated. Third, the social insurance coverage should be expanded to the non-regular workers. Lastly, it is also necessary to expand vocational training and career consultation, and to increase the minimum wage.

우리나라는 1997년 외환위기 이후 중산층이 몰락하고, 빈부격차가 확대되면서 소득불평등의 악화가 추세적으로 나타나기 시작했다. 이러한 현상이 심화되어 온 것은 이 시기에 본격적으로 도입되기 시작한 비정규직 근로자의 존재와, 이에 기인하는 정규직 근로자와 비정규직 근로자 사이의 높은 수준의 소득불평등을 가져 온 노동시장의 이중구조를 반영하고 있다. 한국의 경우 비정규직 근로자들의 규모가 지속적으로 증가한 원인은 기업의 노동비용 절감, 고용유연성 확보, 그리고 비정규직에서 정규직으로 낮은 전환율 등에서 찾아볼 수 있다. 한편 대규모의 비정규직 근로자의 존재는 분배문제를 넘어서 한국의 성장잠재력을 약화시킬 수 있는 것으로 보인다. 이러한 점에서 비정규직 근로자들의 저임금과 상대적 빈곤을 완화시켜 사회통합이라는 시대적 요구를 성취하는 것은 한국의 지속적이고 안정적인 성장을 위해서도 시급하게 해결해야 할 과제라고 할 수 있다. 이를 위해 노동시장의 이중구조를 완화하기 위한 정부차원에서의 정책을 체계적이고 지속적으로 시행할 필요가 있다. 이외에도 비정규직 근로자들을 정규직으로 전환할 수 있도록 고용보호를 완화하는 한편, 사회보험의 적용범위 확대, 직업훈련 기회의 확대, 최저임금수준의 인상 등이 이루어져야 할 것이다.
