This study attempts to investigate the causes of social adaptation failures of North Korean defectors and to devise alternative measures to ensure their welfare. Until now, most research on North Korean defectors focused on social integration, and did not present the clear link connecting social adaptation, economic adaptation, and the consolidation of identity, as well as alternative measures based on this link. Therefore, this study clearly defines the relationship between the three above mentioned factors based on Hegel's concept of desire,as well as the philosophy of Lorenz von Stein, to investigate the social adaptation process of East German defectors prior to German unification, and then compare it with that of North Korean defectors to determine the causes of their social adaptation failure. Throughout the process, this study discusses what the South Korean government and society must do to improve the social adaptation of North Korean defectors.

본 논문은 탈북자들의 사회 적응이 실패하는 원인에 대해 규명하고 이에 대한 대안을 모색하는 데 그 목적이 있다. 지금까지 탈북자들에 대한 연구는 대부분 사회통합에 초점이 맞춰져 있으나, 사회 적응과 경제적 적응 그리고 정체성 확립의 삼자관계에 대한 명확한 연관성을 제시하고 이를 근거로 대안을 제시하지는 못했던 것으로 사료된다. 그렇기 때문에 본 논문은 이들의 삼자 관계를 욕구이론과 헤겔 그리고 로렌쯔 폰 슈타인의 철학을 이용해 규명하고, 이를 통해 통일 이전 탈동독 주민들의 사회적응 과정을 규명하고, 이를 탈북자의 현상과 비교하면서 탈북자들의 사회 적응 실패 원인을 찾는다. 그리고 이를 통해 탈북자들의 사회 적응을 위해 정부와 사회가 궁극적으로 무엇을 해야 하는지에 대해 논한다.
