China has begun to adopt an aggressive approach to the existing international maritime order, over which the U.S. had dominated. In response, the U.S. has intervened in some Asian maritime disputes in which China claimed its sovereignty, and pursued a containment maritime policy toward China. This begs the question, why have China and the United Statesbeen experiencing escalating levels of tension and competition in the maritime arena? To answer this question, this study aims to define and determine the major factors surroundingthe growing maritime competition between the U.S. and China. For this purpose, this study comparatively examines the maritime policies of the U.S. and China and their interactions in the maritime arena. The results of the research indicate that China has threatened the existing maritime order by adopting “anti-access/anti-area” strategy as well as “great ocean navy” strategy, while the U.S. has strengthened both the relationship with Asian allies and the capabilities of its own navy to access and contain China. It is confirmed that the maritime competition between the U.S. and China has been fostered by a power transition between the two states, and facilitated by China’s dissatisfaction with the existing maritime order, as well as by the willingness of the U.S. to maintain its hegemonic status.

중국은 국력 부상과 더불어 미국중심의 기존 해양질서에 높은 불만족도를 보이며 근해 및 원해에서 도전적 행태를 전개하고 있다. 미국은 과거와는 달리 중국의 해양팽창 시도에 대해 적극적으로 개입하고 있다. 왜 중국은 주변국은 물론 미국과의 분쟁을 야기시키는 해양력 강화를 적극적으로 추진하는가? 왜 미국은 중국의 제 3국과의 해양 분쟁에 적극적으로 개입하는가? 즉 왜 미국과 중국은 해양에서의 갈등과 경쟁을 심화시키고 있는가? 본 연구는 미국과 중국의 해양갈등과 경쟁의 원인을 규명하고 체계적으로 설명하는데 목적이 있다. 이에 본 연구는 미국과 중국 각각의 해양정책과 양국 간 해양상호작용을 조사한다. 연구결과, 중국은 국력이 신장되자 ‘반접근/지역거부 전략’과 ‘대양해군전략’을 추진함으로써 만족하지 않는 미국중심의 해양질서에 도전하고 있으며 반면 미국은 패권의 필수 요소인 해양패권 유지를 위해 동맹 강화와 아시아 배치 해군력 강화를 통해 중국을 적극 견제하고 있다. 즉 미중 간 해양갈등과 경쟁은 중국의 부상과 미국의 쇠퇴라는 세력전이의 패권경쟁의 상황에서 기존 해양질서에 대한 불만족도가 높은 중국의 해양력 강화와 이에 대응해 패권을 유지하려는 미국의 봉쇄적 대중국해양정책의 충돌의 결과인 것이다.
