The Local Finance Assessment System was introduced in 1998 and enhanced greatly in 2005. It contains 9 fiscal soundness indices, 6 fiscal efficiency indices, 10 fiscal endeavor indices, and 15 reference indices. For over a decade these metrics have been generating a valuable source yet untapped. This study suggests an example of utilizing this information especially for the local government practitioners. The prototype example includes analysis of the current fiscal status of a local government, Anyang City. It also presents an example of analyzing trends of fiscal status, utilizing longitudinal data. Lastly, the case includes the comparison of Anyang City with other adjacent municipalities. The practitioners, the main audience of this study, can change the prototype into many hybrids upon the demand and necessity.

지방재정분석제도는 2005년에 대폭 개편된 이후 현재는 9개의 재정건전성 지표, 6개의 재정 효율성 지표, 10개의 재정운영노력지표 및 15개의 참고지표를 측정하고 있다. 전체 지방자치단 체에 대하여 10년 이상의 자료가 축적되어 있는 정보의 보고(寶庫)인데도 불구하고, 아직 그 활 용례는 많지 않다. 그래서 본 연구는 지방재정분석 정보를 자치단체 재정담당 실무자가 활용하 기 쉽도록 하는 프로토타입 활용례를 제시하고자 한다. 이 활용례를 응용하면, 지자체가 재정상 황을 파악하고자 할 때 즉각적으로 재정회계정보를 분석할 수 있다. 본 연구에서 제시하는 경기 도 안양시의 활용 사례는 1)최근의 자치단체의 종합 또는 분야별 재정상황 파악, 2)재정지표의 종합 또는 분야별 시계열 추이분석, 그리고 3)인근 자치단체와의 비교 등을 제시한다. 실무자는 필요에 따라 재정회계정보를 가공함으로써 유연하게 수요에 대응할 수 있다.
