The purpose of the study was to make clear the method of the evaluation for reading certification. For this purpose, at first, this study show the difference of the conception: a evaluation, a measurement, a examination. And this study present the category of evaluation about reading ability, specifically. Next, this study present the pattern and principle, a method of evaluation, for reading certification. And, this study indicate that the qualification of the person who make evaluating question about reading ability. At the same time, this study present the condition of a good evaluating question. At the last, this study present the making procedure and example of a question about reading ability.

이 연구는 독서 인증을 위한 평가문항의 제작 기법을 밝히는 것을 목적으로 한다． 이 논문에서는 먼저 독서 인증 평가와 측정， 검사의 차이점을 밝히고， 독서 능력 평가의 범위를 구체적으로 제시하였다． 다음으로 독서 능력 평가의 유형과 원리를 제시하고 그에 따른 구체적인 평가 기법을 제시하였다． 또한 기법의 실제를 언급하면서， 독서 평가 문항 제작자의 자격에 대해 언급하고 좋은 독서 평가 문항의 조건을 제시하였다． 마지막으로 문항 제작의 절차에 대해 언급하고 그 절차에 따른 구체적인 기법을 실례를 중심으로 다양하게 제시하였다.
