The purpose of this study is to find out the Success Factors of Invite Domestic Enterprise by Local Governments through the analysis of Solarworld korea case. The Factors that influence the Invite Enterprise are Location, Incentives of administration and finance, the Will of Head ship of Local Autonomy Government and the Role of Civil Servants. This study analyze major four Locational factors – Capital, Land, Labor, Transport and Communication, - Industrial Policy of Government and Agglomeration economies. - Incentives of administration and finance – Will of Head ship of Local Autonomy Government and the Role of Civil Servants. The result of analysis show that all the indicated factors are influential in Inviting Domestic Enterprise. And the result also reveals that the most important factors of Inviting the Domestic Enterprise is the Will of Head ship of Local Autonomy Government. Those who – the Head ship of Local Government – is how active and have a strong Will to Invite Domestic Enterprise is the most important factor. It is the meaningful finding of this study.

본 연구의 목적은 솔라월드코리아 사례의 분석을 통해서 지방 정부의 기업유치 성공 요인 들을 밝히는데 있다. 기업 유치에 영향을 주는 요인들은 입지, 행정 및 재정적 인센티브, 자 치단체장의 의지, 공무원의 역할 등이다. 본 연구는 ‘중점적인 4가지 입지요인(자본, 땅, 노동 력, 교통과 통신), 정부의 산업정책과 집적경제, 행정·재정적 인센티브, 자치단체장의 의지와 공무원의 역할’을 분석하였다. 본 연구의 결과 제시된 모든 요인들이 국내 기업들을 유치하 는데 영향을 주는 요인이라는 것이 확인되었고, 또한 국내 기업을 유치하는데 있어서 가장 중요한 요인은 자치단체장의 의지라는 것을 확인해 주는데 이것이 본 연구의 가장 의미 있 는 발견이라고 할 수 있다.
