The article is organized as follows. The first clarifies research questions, the purpose of study and methodology about the research on policy tasks for developing resident autonomy council project. The second deals with methods of study, literature review, previous research and theoretical background of policy tasks for developing resident autonomy council project. The third diagnosed various problems about resident autonomy council project. The forth suggests policy tasks for developing resident autonomy council project. The alternatives of the study are synthesis evaluation & proposition. Institutional reform subjects are constitutional law for local decentralization, amendment of local autonomy act, enactment of law for foundation of residents autonomy council foundation & operation, so forth. Lastly, the article proposed the meaning of the study, limitations & further studies.

본 연구의 목적은 주민자치회 시범실시의 자치효과와 발전과제를 분석하고자 한다. 주요 내용은 2013년 7월 이래 시행중인 주민자치회 시범실시에 대한 경과와 시범실시의 문제점 을 토대로 그 활성화 방안과 발전과제를 발굴하고자 한다. 보다 구체적으로는 헌법과 법률 등 관계 법규의 한계를 조명하고, 주민자치회의 발전과제를 제시한다. 경과적 측면은 1999 년부터 읍·면·동 기능전환이 이루어졌으나 그 효과가 미미하여 2010년 10월 『지방행정체 제개편에 관한 특별법』을 제정하여 법적 근거를 마련하였으며, 현행 주민자치회 도입 및 시범실시는 『지방분권 및 지방행정체제개편에 관한 특별법』제27조, 제29조에 근거한다. 2015년 현재 주민자치회 시범실시 지역은 31개 지역이며, 2014년 중간평가 결과 구조, 운 영, 사업, 사무공간 등의 문제와 제도적 한계 측면이 노출되었다. 본 연구의 방법은 필자들 의 컨설팅단 평가 주요 내용 및 각 지역별 면담 내용과 소감, 지역회장과 관계자들의 의견 및 연구자들의 견해 등 참여 경험과 지역주민자치회 주요 현장 의견 등을 참조하여 분석하 였다. 연구의 범위는 2013년 후반기 이래 2015년 2월 현재까지 제도적 측면에서 시행중인 시범실시 지역 주민자치회의 활동 전반을 분석하고 제도적 측면의 법규개정 방향과, 운영 적 측면에서의 제도개선 방안을 제시하였다.
