I conducted this study to improve the contract screening system so as to enhance the efficiency of local finance. That is, by reviewing principal agent theory and previous studies regarding contract management and contract screening, I derived an analytical framework with asymmetry of information, adverse selection, moral hazard to analyze the contract screening system of local governments. We analysed the 17 metropolitans’ cases of contract screening and conducted in-depth interviews. As a result of analysis, first, the opening of information and cooperations among ordering department-contract screening department–contract department-private enterprise are needed. Second, the empowerment of local public servants by the expansion and reinforcement of the professional-education, and the utilization of advisory committees are needed. Third, the contract screening system need to be strengthen the functions connected contract screening system with post-audit. And it needs to enact the Act on contract dispute.

본 연구는 지방자치단체 예산집행의 효율성 확보를 위해 도입된 계약심사제도의 운 영 실태를 분석하고 발전방안을 도출하기 위해 수행되었다. 주인대리인이론과 선행연구 검토를 통하여 정보비대칭, 역선택, 도덕적 해이를 기준으로 분석의 틀을 구상하고 이 에 따라 계약심사제도의 운영을 분석하였다. 분석 결과, 계약심사제도가 성공적으로 운영되기 위해서는 정보비대칭을 막기 위하여 발주부서-계약심사부서-계약부서-민간업체 등이 정보를 공개하고 공유하며 협력하는 것이 필요하다. 역선택을 막기 위하여 전문교육의 확대 및 강화를 통한 역량강화와 민 간전문가 풀을 확대하여 적극 활용하는 방안을 제안할 수 있다. 도덕적 해이를 막기 위 하여 사후감사와 연계한 계약심사제도의 기능강화가 필요하고 계약분쟁과 관련한 법규 정 정비 및 강화가 필요하다고 제언할 수 있다.
