This paper is to try out a policy approach on Korea's public language writing project and designed to present some problems and alternatives as the conclusion through an analysis on the process for current legislation and systems related to public language policy. The analysis results were derived the following problems and alternatives. First, as the current Basic Law of Language do not have separate sanction regulations, it is difficult to expect the mandatory compliance besides voluntary compliance of the institution. So, if it tries to induce compliance with certain obligations more needs to add the sanction regulations. Second, as Language Chaekimgwan, concurrent position as a public officer, can be lack of expertise and accountability due to frequent circulation and increasing duties, it is necessary to change into a system that is exclusively charged. Third, with ‘the section of language policy’ of the Ministry of Culture, Sports and Tourism and ‘the section of public language’ of National Institute of the Korean Language in the current system it can be so difficult to create culture boom of ‘correct and concise writing’. Therefore, the separate section of ‘public language policy' unlike ’language policy’ within the Ministry of Culture, Sports and Tourism needs to be newly established, and the current section of public language be elevated to ‘department’ or ‘division’ hold more executive authority. Fourth, a medium that can directly receive public language writing support and service is insufficient under this systems. The current help under the homepage on National Institute of the Korean Language or the National Language Culture Center is not enough, so it should be open to go to government website just for the public language writing support like the US government running website.

이 논문은 한국의 공공언어쓰기 사업을 정책적으로 접근한 논문으로 공공언어정책의 수립 과정 및 현행 법령과 제도 분석을 바탕으로 문제점을 찾아내고 정책적 제언을 하는 것에 목 적이 있다. 분석 결과, 다음과 같은 문제점과 대안이 제시되었다. 첫째, 국어기본법에 별도의 제제 규정이 없어 해당기관들의 자발적 준수 외에 의무적 준수를 기대하기 어렵다. 좀 더 확실한 의무준수를 유도하려면 법률에 제재 규정을 추가할 필요가 있다. 둘째, 현행 법률에 서 공무원이 국어책임관을 겸직하도록 되어 있어 잦은 순환배치와 업무량 증가로 인한 전문 성, 책임성 결여가 예상되므로 전담하는 제도로 바뀔 필요가 있다. 셋째, 제도 차원에서 현 행 문화체육관광부의 ‘국어정책과’와 국립국어원의 ‘공공언어과’로는 ‘바르고 쉽게 쓰는 공공 언어문화’ 붐 조성이 어렵다. 따라서 문화체육관광부 내 ‘국어정책과’와는 별개의 ‘공공언어정 책과’를 신설하고 현 국립국어원 ‘공공언어과’를 더 많은 집행권한을 보유한 ‘부’나 ‘실’로 승 격시킬 필요가 있다. 넷째, 현행 제도 하에서 직접 공공언어의 감수 및 지원받을 매체가 부 족하다. 현행 국립국어원 홈페이지 또는 전국의 국어문화원의 도움으로는 턱 없이 부족하므 로 미국처럼 정부가 운영하여 누구든지 찾아갈 수 있는 ‘공공언어지원 정부웹사이트’를 개설 하여 지금보다 정책의 개방성과 접근성을 높여야 한다.
