An empirical analysis, using the Data Envelopment Analysis approach, carried out for evaluating the efficiency gap of art centers between regions. Contrary to a common belief, there is no efficiency differential of art centers between capital region and non-capital region. But the efficiency of art centers in small cities and counties of non-capital region is significantly lower than in metropolitan cities of the region and in capital region. The lower efficiency in small cities and counties bears relations to the efficiency lag of newly-built young art centers in those areas, the absence of other art centers as near competitors, and the smaller size of local residents. To improve their efficiency, art centers in small cities and counties need to try to benchmark successful cases of other art centers operating under the similar conditions and to create a regional cooperative system between nearby art centers.
