Through this paper, I tried to emphasize a particularity of Baek-je's local ruling system. we need to comprehend what the unique local ruling system of Baek-je and what the unique local governance of Baek-je. That is what we conceive as the main objective. A study of Baek-je's local ruling systems would give clues to understand Baek-je's society since the central government of Baek-je continuously incorporated and organized Baek-je's new provinces with incessantly changing boundaries and two transfers of the royal capitals. Try to review that political and administrative view in study, as opposed to ancient historical or cultural historical standpoint in local ruling system of Baek-je. 우리나라의 고대국가인 삼국시대의 행정사, 특히 지방행정사를 정리하는 데에 있어서 백제는 커다란 부분을 차지한다. 한국 고대사에 대한 체계적인 인식에도 기여하는 바가 매우 크다고 본다. 그럼에도 불구하고 우리에게 백제행정사를 정리한다는 것은 어렵고 힘든 일이다. 그러다가 1971년 무녕왕(武寧王)의 능이 발굴되고 거기에서 출토된 매지권으로 백제의 관심이 고조되었으며, 백제지역에 대한 고고학적 발굴이 진행됨에 따라 부족했던 부분이 조금씩 보충되어 갔다. 백제의 지방통치제도의 전개에 있어 지배적인 정설이나 학설이 정립되었다고 단언하기엔 부족한 점이 많다고 할 수 있다. 본 논문의 목적은 새로운 역사물과 문헌에 대한 재해석을 통해 역사적 논쟁에 끼어든다는 것은 결코 아니다. 역사학자들이 전개하고 정리한 이론이나 학설을 통해 지방행정사에 취약한 행정학에서 부분적인 성과를 얻는다고 할지언정, 누군가에 의해 시도되지 않으면 안 된다는 차원에서 백제의 지방이나 지역통치방식에 대한 이해를 제고하고 행정학의 지평을 넓혀 보고자 하는데 목적을 두고 있다.
