It is common assumption that the emergency of extreme-right party can be expected at the downfall of economy. The external factor, economic situation can not be firm answer for stabilized democratic countries such as England, France, Germany to explain whether the consolidation or diminishing of their influence in society. This paper traces how the internal factors such as their mobilization power, institution, political culture to impact political actor to support or refuse the acceptance of extreme-right party in Germany. The growth and decline of German NPD will be examined through the process of defining internal factors as well as historical one. It will further discuss the promotion or decay of NPD’s advance of European Parliament to anticipate the future of extreme-right party in terms of European context.

일반적으로 경기침체가 사회의 지배담론이 되었을 때 극우정당이 등장한다. 하 지만 현실에서 극우정당이 부상하고 그들의 역량을 확대하거나 이러한 움직임을 저지할 수 있는가의 문제는 영국, 프랑스, 독일과 같은 안정적인 민주국가의 경우, 경기침체라고 하는 외부적 요인만으로 설명할 수가 없다. 극우정당 자체의 조직화 와 동원을 통한 성공적 세력화 여부, 국내의 정치 제도적 요인, 정치 문화적 요인에 기반을 둔 정치 행위자들에 의해 결정된다고 볼 수 있다. 독일 민족민주당 (NPD) 이 성장 혹은 쇠퇴하는 과정을 독일의 국내적 요소와 역사를 정치사적 접근을 통해 알아본다. 그 외로 독일극우정당 NPD의 유럽의회진출의 촉진과 제약 요인을 설명 하여 향후 유럽의 극우정당의 출현을 유럽적 맥락에서 설명하고자 한다.
