The purpose of this research is to investigate the trend of North Korea’s illegal cigarette trade among its various transnational criminal activities threaten the world peace, and to explore its nature and scope. Data were gathered from a content analysis of 264 media reports retrieved from LexisNexis and 182 Korean version media reports retrieved from NAVER, a renowned Korean search engine, for the time period of January 1st, 1970 and February 1st, 2014. The findings show that the international community’s awareness of North Korea’s ‘crime-for-profit’ activities began to develop since 2005. Also, the result shows that illegally generated foreign currency, since the mid-1970s, has been used for various purposes, including developing weapons of mass destruction, supporting overseas diplomatic missions, developing nuclear programs, maintaining loyalty of the North Korean elites to their regime, and supporting the luxurious life style of the ruling Kim family. The policy implications were discussed at the last part of this research.

이 연구의 목적은 세계평화를 위협하는 북한의 다양한 초국가적 범죄활동 중에서 불법담배 거래의 추세를 조사하고 그 본질과 범위를 연구하는 것이다. 데이터는 1970 년 1월 1일부터 2014년 2월 1일까지 언론보도를 통해서 발간된 자료 중 렉시스넥시 스(LexisNexis)로부터 영문으로 발간된 264개의 해외 언론보도 자료와 한국의 주요 검색 사이트인 네이버(NAVER)로부터 한글로 발간된 182개의 국내 언론보도 자료 를 검색하여 취득하였으며, 내용분석 방법으로 연구를 수행하였다. 연구의 결과, 북 한의 이윤창출 불법활동들에 대한 국제사회의 관심은 2005년 이후부터 급속도로 증 가하기 시작했다. 특히, 1970년도 중반부터 북한이 불법으로 벌어들인 외화는 대량학 살무기 개발, 외교적 임무들의 지원, 핵프로그램의 개발, 북한정권에 대한 상류층의 충성심 유지, 그리고 김정일 일가의 호화로운 생활을 위한 지원들을 위하여 사용되 고 있는 것으로 나타났다. 끝으로 북한의 다양한 초국가적 범죄활동에 대응하기 위 한 정책적 제언을 논의하였다.
