Disaster of present-day has occurred feature of complexity and diversity than which it appears each disaster(natural, human and social disaster). Above all things, Terror in social disaster changes paradigm to New Terrorism out of traditional terror. So, critical developed countries, especially U.S. have restructured the connection between national crisis and disaster and anti terror. But In South Korea, Terror has been recognized specially event, bounded criteria yet. So it dose not prepared a response side comprehensive disaster management. Accordingly, The purpose of this study is suggested that it is improvement of disaster management against terrorism inside disaster management. For this study researches cognition through it is expertise, human resource, vision and goal, awareness of organization through it is the correlation between expertise and procedure of disaster management(prevention, preparedness, response and recovery) in disaster management agency officials. Analysing result officials in disaster management agency is to appear negative disaster management. For Background of this problem and solution it must need to recognize to comprehensive crisis and disaster about terror. Further to restructured institution and system against terror, it need to legislative to Anti Terrorism Act. Conclusion, it is strengthening that it is changing of awareness, expertise of human resource, culture, vision, goal of organization in disaster management agency officials through to legislative to Anti Terrorism Act. So it will be to response new terror through it is diversity policy and program of disaster managemen

현대사회의 재난은 자연재난, 인적재난, 사회적재난이 개별적 형태로 발생하기 보 다는 복합적이고 다양한 형태로 발생한다. 그 중에서도 테러는 사회적 재난 등이 다 양한 형태로 나타나고 있으며 특히, 전통적 테러에서 벗어나 뉴테러리즘이라는 신종 테러로 그 패러다임이 전환되고 있다. 특히 미국은 테러를 국가의 위기 및 재난과 연계하여 대응전략을 모색하고 있는 반면에 국내에서는 대테러를 아직까지도 특수하 고, 한정된 범위 안에서 인식하고 있기 때문인지 좀 더 포괄적인 재난관리 측면에서 대응하지 못하고 있다. 따라서 본 연구에서는 대테러를 재난관리 측면에서 살펴보고자 국내 대테러 재난 관리에 대한 연구검토를 통해 대테러 관련 재난관리의 개선방안을 제시하는데 목적 을 두고 있다. 이에 본 연구는 테러와 연계하여 재난관리에 종사하는 공무원들을 대 상으로 테러와 재난을 연계하여 조직의 전문성, 인력의 적절성, 비전 및 목표, 인지 정도, 재난단계별(예방 및 대비, 대응, 복구) 절차와 전문성관의 상관성을 통해 인식 조사를 실시하였다. 분석결과 재난관리에 종사하는 공무원들은 테러에 대한 재난관리에 대해 미흡하 거나 매우 부정적으로 인식하는 것으로 나타났다. 이런 문제의 배경으로 기존 이론 적 논의와 선행연구검토결과 가장 핵심적으로 테러에 대하여 포괄적 위기의 재난으 로 인식되어져야 할 필요성이 요구되고, 특히 제도, 대응전략의 재구축을 위해 대테 러법(안)에 대한 입법화가 최우선 개선책으로 제시되었다. 결과적으로 인식전화, 대테러법(안)의 입법화를 통해 대테러에 대한 재난관리 업 무에 종사하는 공무원들의 목표와 비젼 설정, 인식전환, 전문인력 양성 등 조직 환경 의 변화를 꾀할 수 있으며, 재난관리 단계별 정책 및 프로그램의 개발을 통해 다양 한 훈련과 교육을 통해 다가올 신종테러에 대비할 수 있을 것으로 보고 있다.
